Explanation/Summary (attach supplement sheets as necessary.) ,SUMMARY; As requested, the following is an—overview of the job responsibilities of the Planning Associate, Joyce Pruitt and a brief update on her current activities. The primary responsibility of Joyce's position (75% - 80%) will be to enforce Zoning, Sign, Parking, Nuisance, etc. Codes which have been adopted by the City Council and are part of the Municipal Code. Examples of the positions' duties would include: assuring all land use regulations are being met, control of the location of off-street parking and ensure that improved surfaces are being used for such, regulation of home occupations and items for sale within residential and other districts (i.e. cars for sale, equipment for sale) , general enforcement of Nuisance Ordinance (garbage, debris, weeds or other rank growth, etc. ) . The position is responsible for responding to citizen complaints and proactively correcting violations which are observed during the course of regular "patrolling" . Additional, but less emphasized, responsibilities of the position would be to keep abreast of planning issues within the City so that in the event the Community Development Coordinator is unavailable to the public, Planning Commission or City Council, this position could fill in as Staff liaison to those groups. Also, it is anticipated that Joyce will assist the Community Development Coordinator to some degree on planning related studies and projects. Currently, Joyce has been involved in both reactive and proactive enforcement of the City Codes, as well as providing the Community Development Coordinator with suggestions on wording for the revised Nuisance Code. Also, Joyce has met with representatives of the City of Apple Valley to discuss the merits of a computer software package which provides for the documentation and follow-up of code enforcement issues. Staff hopes to utilize some of the ideas being used in Apple Valley to develop a tracking system for Mounds View. Paul Harrington, CommuniDevelopment Coordinator RECOMMENDATION;
