5 REQUEST FOR COUNCIL CONSIDERATION Agenda section: 4 <br /> cams <br /> STAFF REPORT Report Number: <br /> 1111, <br /> AGENDA SESSION DATE July 6, 1995 Report Date: 6-30-94 <br /> DISPOSITION <br /> Item Description: Role/Expectations of Code Enforcement Activities <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report i <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> ,SUMMARY; <br /> As requested, the following is an—overview of the job responsibilities <br /> of the Planning Associate, Joyce Pruitt and a brief update on her <br /> current activities. <br /> The primary responsibility of Joyce's position (75% - 80%) will be to <br /> enforce Zoning, Sign, Parking, Nuisance, etc. Codes which have been <br /> adopted by the City Council and are part of the Municipal Code. <br /> Examples of the positions' duties would include: assuring all land use <br /> regulations are being met, control of the location of off-street parking <br /> and ensure that improved surfaces are being used for such, regulation of <br /> home occupations and items for sale within residential and other <br /> districts (i.e. cars for sale, equipment for sale) , general enforcement <br /> of Nuisance Ordinance (garbage, debris, weeds or other rank growth, <br /> etc. ) . The position is responsible for responding to citizen complaints <br /> and proactively correcting violations which are observed during the <br /> course of regular "patrolling" . <br /> Additional, but less emphasized, responsibilities of the position would <br /> be to keep abreast of planning issues within the City so that in the <br /> event the Community Development Coordinator is unavailable to the <br /> public, Planning Commission or City Council, this position could fill in <br /> as Staff liaison to those groups. Also, it is anticipated that Joyce <br /> will assist the Community Development Coordinator to some degree on <br /> planning related studies and projects. <br /> Currently, Joyce has been involved in both reactive and proactive <br /> enforcement of the City Codes, as well as providing the Community <br /> Development Coordinator with suggestions on wording for the revised <br /> Nuisance Code. Also, Joyce has met with representatives of the City of <br /> Apple Valley to discuss the merits of a computer software package which <br /> provides for the documentation and follow-up of code enforcement issues. <br /> Staff hopes to utilize some of the ideas being used in Apple Valley to <br /> develop a tracking system for Mounds View. <br /> Paul Harrington, CommuniDevelopment Coordinator <br /> RECOMMENDATION; <br />
