REQUEST FOR COUNCIL CONSIDERATIONillf Agenda Section: 5• <br /> STAFF REPORT <br /> Report Number: 94-1234WS <br /> AGENDA SESSION DATE July 6, 1994 Report Date: 6-30-94 <br /> DISPOSITION <br /> Item Description: <br /> Discussion Regarding Role/Expectations/Goals for POlice Department <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> SUMMARY; <br /> Councilmember Quick requested that an item be placed on the Work Session <br /> Agenda which would address the concern of traffic sign violations (cars <br /> running or rolling through them) . <br /> The on-going issue of speeding in the City and the occasional public <br /> comment that people are "doing this" or "that" and people's dissatisfaction <br /> with what they think should be done or not being done prompted a discussion <br /> of Council expectations of the Police Department. <br /> At the FOCUS 2000 Forums and subsequent Issue Project Team discussions, <br /> few, if any, public safety issues were addressed to any significant degree. <br /> At the April Council/Staff Strategic Planning Session, once again, the role <br /> of the Police Department was not discussed in any detail. Other departments <br /> were provided with clear expectations, goals and direction by the Council <br /> as to what activities, programs and services that were to be accomplished <br /> within a set timeframe. <br /> The social fabric of all communities is changing at a rapid and often <br /> alarming rate. The role of Police Departments is changing even in small <br /> suburban communities. In order for a Department to remain successful, it <br /> must have the support of the governing body and a clear understanding of <br /> that body' s expectations, reflecting the overall community standards, <br /> values and perceptions. The City's Police Department deserves no less that <br /> to receive a specific time set aside for a thorough discussion of Council <br /> appreciation of their activities, expectations for performance, and <br /> suggestion for Department activities/programs, services. . <br /> l <br /> Sama ha Ordunio, City Administrator <br /> RECOMMENDATION; <br />
