Explanation/Summary (attach supplement sheets as necessary.) SUMMARY; Councilmember Quick requested that an item be placed on the Work Session Agenda which would address the concern of traffic sign violations (cars running or rolling through them) . The on-going issue of speeding in the City and the occasional public comment that people are "doing this" or "that" and people's dissatisfaction with what they think should be done or not being done prompted a discussion of Council expectations of the Police Department. At the FOCUS 2000 Forums and subsequent Issue Project Team discussions, few, if any, public safety issues were addressed to any significant degree. At the April Council/Staff Strategic Planning Session, once again, the role of the Police Department was not discussed in any detail. Other departments were provided with clear expectations, goals and direction by the Council as to what activities, programs and services that were to be accomplished within a set timeframe. The social fabric of all communities is changing at a rapid and often alarming rate. The role of Police Departments is changing even in small suburban communities. In order for a Department to remain successful, it must have the support of the governing body and a clear understanding of that body' s expectations, reflecting the overall community standards, values and perceptions. The City's Police Department deserves no less that to receive a specific time set aside for a thorough discussion of Council appreciation of their activities, expectations for performance, and suggestion for Department activities/programs, services. . l Sama ha Ordunio, City Administrator RECOMMENDATION;
