This section of pavement was identified as a roadway that no longer
functions as a county road but serves more of a residential, city street
purpose. Since that initial contact, staff from Fridley, Ramsey County, and
the City of Mounds View have worked together to achieve a road design
acceptable to the residents and serve the appropriate traffic design. The
following events have taken place over the course of the past year.
1 . In August of 1993 a joint public informational meeting was held with
residents from Fridley and Mounds View in attendance. At this meeting,
a presentation was made that included a proposed curb and gutter
assessment of not more than $8 . 00 per frontage foot, and a discussion
about a possible storm water assessment. The road design would be 38
feet wide with parking on both sides. A petition was circulated in the
following weeks, 8 out of 12 signed the petition acknowledging the
preceding assessments.
2 . All staffs involved reviewed several sets of plans for
the reconstruction of Pleasantview Drive.
3 . Traffic counts were taken on Pleasantview Drive to determine it's
eligibility for Municipal State Aid Street designation.
4 . State aid designation was received for the reconstruction.
5 . Ramsey County agreed to expend $52 , 000 in a payment to the City of
Mounds View for the reconstruction of the county portion of the
roadway. The county would also provide engineering services, staking,
insp , ,ion, and pavement marking for the project.
,e_41---
Michael Ulrich, Director of Public Works
RECOMMENDATION:
......
