RESOLUTION NO. 4596 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION APPROVING THE RECONSTRUCTION OF PLEASANTVIEW DRIVE WHEREAS, the 1991 Minnesota Legislature established a Ramsey County Local Government Services Study Commission to "report on the advantages and disadvantages of sharing, cooperating, restructuring, or consolidating..." activities in areas of public service including public works; and WHEREAS, the consolidation plan provides for reclassification of roadways and corresponding changes in jurisdiction including the transfer of local and State Aid roadways between the County and municipalities; and WHEREAS, Pleasantview Drive (County Road 124) from County Road H2 to County Road I, located in the Cities of Fridley and Mounds View, is presently under the jurisdiction of Ramsey County as a county road and the City of Fridley as a municipal street; and WHEREAS, this roadway segment has been determined to serve a local function only; and WHEREAS, the City of Mounds View has concurred that jurisdiction should be changed from Ramsey County to the City of Mounds View; and WHEREAS. the Director of the Ramsey County Public Works Department has estimated a cost of $52,000 to improve Pleasantview Drive to an acceptable condition prior to transferring jurisdiction to the City of Mounds View; and WHEREAS, under separate agreement, the Cities of Fridley and Mounds View desire to reconstruct this segment of Pleasantview Drive and fund the reconstruction project with MSAS sources and $52,000 from the Ramsey County Roadway Consolidation Fund; and WHEREAS, the City of Fridley has advertised the reconstruction project and awarded the contract to W. B. Miller, Inc. for $236,568.05; and WHEREAS, the City Council of the City of Mounds View also approves the award of the aforementioned bid and approves the project; and
