1994 Second Quarter Report <br /> Assistant to the City Administrator <br /> PERSONNEL <br /> EMPLOYMENT ACTIVITY <br /> The second quarter of this year was very busy in the area of <br /> personnel. In early April, the first of the City's new hires <br /> joined the City Staff team. Cathy Bennett became the City's <br /> Economic Development Coordinator and Jennifer Bergmann became the <br /> City's Housing Intern. Cathy had been working for the Economic <br /> Development Corporation of San Diego and Jennifer had been working <br /> in the housing compliance division for Baeufort County, South <br /> Carolina. <br /> Also in April, the City's Recycling Coordinator/Code Enforcement <br /> Officer moved on to another position with another City, leaving a <br /> vacancy to fill. This afforded the City Council an opportunity to <br /> reevaluate this position at the Annual Council/Staff Strategic <br /> Planning Session. The Council decided to turn this position into <br /> a full-time code enforcement position, in response to the requests <br /> for such from the Focus 2000 project. On . 5/24, 8 candidates were <br /> interviewed and on 6/14 Joyce Pruitt was hired. To introduce Joyce <br /> to the City, the first couple of Friday's she was on board, she was <br /> given a tour of the City by Councilmember Blanchard and myself to <br /> acquaint her with some of the problems areas. <br /> In mid-April, with the Golf Course construction now under way, a <br /> Golf Course Superintendent was needed to oversee the construction <br /> process. On May 4, 7 candidates for this position were <br /> interviewed, and on 5/23, Curt Johnson was hired. Curt had <br /> previously worked for the City of Brooklyn Center for 7 years as <br /> their golf course superintendent. <br /> To fill a vacancy in the Public Works Department, due to the Public <br /> Works Secretary being away on Family Leave, a temporary was hired <br /> for six months. <br /> To fill a newly created position, on April 18, 8 candidates were <br /> interviewed for a Public Works Maintenance position, resulting in <br /> the hire of Tim Fredberg. Tim had previously worked for the City <br /> of Oakdale for several years. <br /> POLICY DEVELOPMENT <br /> In response to new and changing laws, to protect the City from <br /> liability, and because of the upcoming hire of several regular <br /> full-time employees, some new policies were developed and <br /> implemented at the beginning of the year. <br /> One policy that was developed is an alcohol and drug testing <br /> policy. State law allows for this type of testing if a policy is <br /> in place. This gives the City an opportunity to protect itself <br />
