Church Upon the Rock is now looking in the <br />7 City of Blaine. Mr. Hegland stated that finding land and getting approvals is a long process. <br />8 Hegland stated that a piece of property has been found in Blaine but no approvals have been given. <br />9 <br />10 MOTION/SECOND: Trude/Wuori to Adopt Resolution No. 4606 Approving an Extension of a <br />11 Conditional Use Permit for a Temporary Accessory Structure, Church Upon the Rock, 7901 Red Oak <br />12 Drive <br />13 <br />14 VOTE: 4 ayes 0 nays <br />15 <br />16 7:25 p.m. Consideration of Outdoor Recreation Grant for Park Land Acquisition and Development Located <br />17 at Woodale and Pleasantview Drive <br />18 <br />19 Mary Saarion, Director of Parks, Recreation and Forestry, stated that the Mounds View Park and <br />20 Recreation Commission has set a goal to locate a park in the southwest section of the community. <br />21 Saarion reported there is no park in that area at this time and that there is a problem in that section with <br />22 busy roads. Saarion showed overheads which demonstrated some of the problems that the Commission <br />23 has faced in locating a park in that section. Saarion stated that the Park and Recreation <br />24 staff was given the direction to look into purchasing land from residents for park land. Saarion <br />25 - stated that there was land available in that section and that an outdoor recreation grant opportunity <br />26 became available for park acquisition and park development. Saarion stated that this would be an <br />27 opportunity to obtain the land for a park. Saarion stated that staff had begun working on the grant <br />28 application. Saarion explained on the on overheads where the park would be located in the <br />29 section and the layout of the proposed park. <br />30 <br />31 Saarion stated that she had received phone calls regarding parking on the roads. Saarion stated that she <br />32 responded to the callers that there would be ample parking except perhaps when there would be a sports <br />33 event. <br />34 <br />35 Saarion stated that neighborhood parks are designed specifically for children. Ballfields are small, <br />36 playground equipment is for three different classifications of age groups and activities hosted there would <br />37 be for children. The building could be used for evening meetings by groups and organizations and the <br />38 building would handicapped accessible. Saarion explained that the grant is a 50/50 matching grant phased <br />39 over three years. Saarion stated that the grant is situated for cities such as the City of Mounds View. <br />40 Saarion stated that this would be a unique park to Mounds View and this park would be the first park <br />41 completed in one project. All other parks have been completed in bits and pieces. <br />42 <br />43 Saarion stated that the area of the southwest section has a remarkably reduced number of participants in <br />44 recreational activities. Saarion stated that there are no ballfields in that area and that the closest <br />4 5 playground equipment is Woodcrest or Sunnyside School but this is difficult for some residents because of <br />46 the busy roads that have to be Mounds View crossed to arrive at these destinations. <br />Motion Carried <br />
