UNAPPROVED <br />1 Mounds View City Council Page Ten <br />2 Regular Meeting July 25, 1994 <br />3 <br />4 <br />5 Mr. Larson presented a petition to the Council that contains 50 names that are opposed to this park <br />6 development. <br />7 <br />8 Mr. Larson asked what time of day are these parks used. <br />9 <br />10 Mayor Linke stated that there are people playing tennis at 10:00 p.m. and as early in the morning <br />11 as 7:00 a.m. Linke stated that he sees children and parents in the park from 10:00 a.m. until 7:00 <br />12 or 8:00 p.m. Mayor stated that the park would be used by mothers and children without having to <br />13 cross a busy street. <br />14 <br />15 Mr. Larson stated that he checked to see if the parks were used at 2:00 p.m. in the afternoon and they <br />16 weren't being used and he felt that the tax dollars should not be used to pay for a park whether it is a <br />17 grant or not because it all comes out of the taxpayer's pockets. Mr. Larson stated he can't afford the <br />18 City's expenditures anymore. Mr. Larson stated that he would like to see his property value down and he <br />19 doesn't want to pay any more money in taxes. <br />20 <br />21 Cindy Blood, 7034 Pleasant View Drive, stated that the field for Onan and Medtronic is right behind her <br />22 house. Ms. Blood does not want the park because she has five children and does home day care and does <br />23 not believe that parks are safe places. Ms. Blood stated that her children are not involved in the parks <br />24 programs. Blood is concerned about undesireable people <br />25 congregating in that park and states that she already feels that there are problems in that area. <br />26 Blood stated that there are very few children in that area. <br />27 <br />28 Councilmember Wuori stated that Mr. Larson stated there are parks close in proximity and Mounds View <br />29 children could go to those parks but the park in Mounds View would draw undesireable children. Wuori <br />30 found this very confusing. <br />31 <br />32 Councihnember Trude stated that most children that use the parks use them with their parents. <br />33 <br />34 Corrine Diamond, Woodale Drive, stated that there is a train crossing very close to the park area <br />35 and to bring children into the park area the railroad would be a concern. Ms. Diamond asked how <br />36 the area behind Onans would be patrolled. Ms. Diamond asked if Mounds View was paying <br />37 $25,000 for each of the lots. <br />38 <br />39 Mayor Linke stated that the price was arrived at by appraisals and that is where the number came <br />40 from for the land. <br />41 <br />42 Councilmember Trude stated it would be higher with water and sewer. <br />43 <br />44 Joan Sundwall, 6942 Pleasant View Drive, stated she does want a park there. Sundwall stated she used to <br />45 walk to the park that was being talked about with her children and that is a long walk. Ms. Sundwall did <br />46 day care and walks to the park across Silver Lake Road and down Silver Lake Road. The walk is <br />
