A. ADMINISTRATIVE SERVICES <br />As per City Charter, the ultimate authority for the administration operations of the City <br />is the responsibility of the City Council. <br />The programs of City Council and Advisory Commissions are the first programs of the <br />general government department of Administrative Services: <br />1. CITY COUNCIL <br />Program Function <br />The City Council is comprised of five elected officials, the mayor and four <br />Councilmembers, serving non-consecutive terms. It is the responsibility of the City <br />Council to develop public policy thereby determining and guiding the future direction of <br />the City. <br />In 1991, 1993 and 1994 the City Council, together with City Staff, conducted a Strategic <br />Planning Session to develop short and long range goals for the future of City programs <br />and services. In July of 1993, the City Council initiated a community -wide visioning <br />process known as FOCUS 2000. A nine month process, FOCUS 2000 resulted in a <br />community -driven long range plan for the future of Mounds View, concentrating on the <br />areas of: <br />Business, Growth and Development <br />Housing and Neighborhoods <br />General Government <br />FOCUS 2000 represented the beginning of the partnership between <br />the public and their public officials in determining the future direction of the City. The <br />FOCUS 2000 Report, presented to the Council and public in March, 1994 and <br />distributed to all Mounds View Stakeholders, set the stage for the April, 1994 <br />Council/Staff Strategic Planning Session by providing specific recommendations for the <br />desired services and programs to be developed within the next 10 years. <br />At the Session, the 1994 Five Year Goal Program which listed the goals and action steps <br />to be achieved from 1994-1998 were revised to incorporate the recommendations of the <br />FOCUS 2000 Issue Project Teams. The revised goals and action steps represent the <br />City's implementation Plan for the FOCUS 2000 recommendations. <br />2 <br />
