There were no items removed. 7 8 9 MOTION/SECOND: Trude/Blanchard to Adopt the Consent Agenda As Presented 10 11 VOTE: 4 ayes 0 nays Motion Carried 12 13 RESIDENTS REQUESTS AND COMMENTS FROM THE FLOOR 14 Kathleen Harstad, Harstad Development, wondered when and if their 15 builders can get additional building permits for their development. 16 Mayor Linke stated that all punch lists and construction had to be 17 completed on the two buildings. Kathleen Harstad stated that all items 18 on the punch list have been completed other than one fire hydrant. 19 20 Paul Harrington, Community Development Coordinator, stated that Council 21 had agreed on the construction of two buildings and that no additional 22 permits would be granted the issuance of two building permits. Harstad 23 had asked at the July 5th meeting if staff could release the cash escrow 24 funds and the Council asked that this be brought back to a Council 25 meeting. Harrington stated that the City had not been asked to 26 visit the site as of last Thursday and Friday. 27 28 Kathleen Harstad stated that she believed her company was on the 29 agenda for this evening. Harstad also stated that she had asked 30 the City to inspect via fax of last week. 31 32 Mike Ulrich, Public Works Director, clarified that the bituminous 33 work had not been completed on the 12th of July, but on the 19th. 34 Harstad stated the work had been completed. Harstad stated that in 35 a meeting with Paul and Mike that she stated that her major concern was 36 the building permits. 37 38 Harstad stated that she requested a final inspection prior to the 39 July 25th meeting because she understood that Harstad was on the agenda. 40 41 Harrington explained that Mike and he were at a meeting and did not 42 get back to the office until after 3 : 00 p.m. and did not get a chance to 43 look at the fax. Harrington explained that the punch list was not 44 complete as there were no operating rods in place. Harrington stated 45 that he found that out late Friday night and this would take some 46 figuring as to how this gets done. 47 48 Ulrich explained what an operating rod was. Water could not be turned on 49 or off. 50 51 Harstad stated that when she agreed to the punch list she did not know 52 enough about those stops and that the plumbers had made errors on half of 53 the lots and not put them in and that when the builder attaches to the City water, the rods could be put in.
