The owner was not told how much he was going to be <br /> 7 paid for his property. Amundson stated that he looked at the sixteen <br /> 8 other parks and he stated that these parks have through streets next to <br /> 9 them where this park would not. Amundson stated that the Plan presented <br /> 10 to the community in Focus 2000 was accessibility to the parks and it was <br /> 11 the recommendation of the Focus 2000 to provide integrated access to the <br /> 12 parks. Knollwood Park could be made into a nature park with walkways <br /> 13 through it. Amundson asked that the City seriously consider whether or <br /> 14 not they are helping the community by adding this park and address the <br /> 15 situation of access to the parks. <br /> 16 <br /> 17 Saarion stated that Mr. Belisle was approached when she heard that there <br /> 18 was a possibility that he may be interested in selling. Mr. Belisle was <br /> 19 asked if he would consider selling the property for park property and his <br /> 20 answer was yes, he would consider that. Saarion approached him again and <br /> 21 let him know that a grant was being prepared and the selling price would <br /> 22 be very much in the ball park. Appraisals were done by a professional <br /> 23 agency and they took several similar type lots in the Mounds View area <br /> 24 and outlining area. There are federal and state regulations regarding <br /> 25 those appraisals to be met. <br /> 26 <br /> 27 Marlene Hanson, 3025 Woodale Drive, 38 year homeowner directly next <br /> 28 to Belisles and proposed park. Community in which they live are older <br /> 29 people and their children are raised. These people have mowed the lot <br /> 30 and they have a large garden. A fence would separate the homeowner's <br /> 31 land from the proposed park. In five years the park will be expanded and <br /> 32 that is not what the property owners want. Hanson stated that the park <br /> 33 is not needed and the neighborhood doesn't need the crime element. Hanson <br /> 34 stated that she had spoken with Mayor Linke and didn't feel that proper <br /> 35 notification was given. Ms. Hanson did not know until last Wednesday <br /> 36 what he would be paid for the lots and he is not happy with the price. <br /> 37 Hanson stated that the proposed park is a bad place for a park and that <br /> 38 she feels Mounds View will take the rest of the land behind their homes. <br /> 39 <br /> 40 Ms. Hanson stated that she drove to Groveland Park and spoke to a lady <br /> 41 who did day care and had lived there a long time and that the lady stated <br /> 42 that the park used to be a little park and with it expanded to the larger <br /> 43 park there is noise at night, vandalism, nothing but a headache. <br /> 44 <br /> 45 Mayor Linke stated that he was not sure what lady was talking about, but <br /> 46 did recall that the baseball field was reversed and that the kiddy park <br /> 47 was moved down 65 feet. Mayor Linke asked if her property was on the <br /> 48 proposed park land. Ms. Hanson stated that her garden is on the property <br /> 49 line and people in that area don't have little kids and don't want a park <br /> 50 in that area. Ms. Hanson stated that she hopes the Council will consider <br /> 51 the signatures on the petition. <br /> 52 <br /> 53 Mayor Linke asked if he could send in the documentation for the grant and <br /> 54 if an agreement with Mr. Belisle were reached, then a commitment was <br />
