t if 4 R <br /> iVED <br /> 1 Mounds View City Council Page Five <br /> 2 Regular Meeting September 12, 1994 <br /> 3 <br /> 4 <br /> 5 MOTION/SECOND: Wuori/Blanchard to Adopt Resolution No. 4626 <br /> 6 Certifying the 1995 Proposed Operating Budget, 1995 Proposed <br /> 7 Property Tax Levies and Setting the Date for a Public Hearing on the <br /> 8 Same Pursuant to Truth In Taxation Legislation. <br /> 9 <br /> 10 Mayor Linke stated that the City is providing the County with the <br /> 11 information they need to send out the Truth In Taxation Numbers. The <br /> 12 Council is not finished looking at the budget, but that this is the <br /> 13 maximum amount that could be levied. The County needs to set a <br /> 14 maximum, but when it comes to December the numbers will be different <br /> 15 that those presented at this meeting. <br /> 16 <br /> 17 Councilmember Trude stated that 2% had to be set aside for potential <br /> 18 lawsuits in regards to the term limits issue. <br /> 19 <br /> 20 Mayor Linke stated that the lawsuits are a possible use for the two <br /> 21 percent. <br /> 22 <br /> 23 VOTE: 5 ayes 0 nays Motion Carried <br /> 24 <br /> 25 D. Consideration of Approval/Recommendation for the Park Building <br /> 26 Improvements <br /> 27 <br /> 28 Mary Saarion, Director of Parks, Recreation and Forestry reported <br /> 29 that last year staff had prepared a grant application for the <br /> 30 installation of restrooms in three of the park buildings in the City <br /> 31 and submitted for a Community Development Block Grant through Ramsey <br /> 32 County. The City was awarded $25, 000 for the project. The project <br /> 33 was recently put to bid. Three bids were received, however, the low <br /> 34 bidder had not received the addendum and had not bidded with the <br /> 35 addendum. The next low bid was $38,469 which is higher than the <br /> 36 grant monies. The Park and Recreation Commission requested Mary to <br /> 37 go to the Council and ask the Council to approve Hillview and <br /> 38 Groveland Park improvements as bid with the additional monies coming <br /> 39 from the Park Dedication Fees received from the C. G. Hill project. <br /> 40 This would be enough money to accomplish the improvements on two <br /> 41 buildings. <br /> 42 <br /> 43 Saarion further stated that in addition, in the 1995 budget, the <br /> 44 replacement of furnaces to both Hillview and Groveland Parks and it <br /> 45 would be wise to do all of the work at one time. Saarion asked if <br /> 46 the Council would consider a loan from the Recreation Activity Fund <br /> 47 to replace the Parks Capital Fund in 1995 as planned. The furnaces <br /> 48 in the buildings presently are very unreliable. <br /> 49 <br /> 50 Saarion asked to the Council to accept CM Construction Company's <br /> 51 bid withdrawal; approve the bid by Callahan Construction for the <br /> 52 improvements and to authorize the loan from the Recreation Activity <br /> 53 Fund to replace the Parks Capital Fund in 1995. <br /> 54 <br />
