UNAPPROVED <br /> 1 Mounds View City Council Page Six <br /> 2 Regular Meeting September 12, 1994 <br /> 3 <br /> 4 <br /> 5 Councilmember Trude asked what the addendum was. <br /> 6 <br /> 7 Saarion explained that it was the dewatering in Groveland Park. <br /> 8 <br /> 9, Councilmember Trude asked if there were extra funds in the franchise <br /> 10 fee funds to supplement the grant. <br /> 11 <br /> 12 Saarion reported that Brager and she had spoken and since it was <br /> 13 a park project it would be appropriate to use the Park Dedication <br /> 14 Funds. <br /> 15 <br /> 16 Mayor Linke stated that the Council could look into the funding for <br /> 17 the other improvements. The Park Dedication Fees earmarked for <br /> 18 Woodcrest Park could possible be found from other funding sources. <br /> 19 Mayor Linke stated that he supports this project wholeheartedly as <br /> 20 this makes two more parks ADA accessible. <br /> 21 <br /> 22 MOTION/SECOND: Trude/Blanchard to Accept CM Construction's Bid <br /> 23 Withdrawal, Approve the Bid by Callahan Construction for the <br /> 24 Improvements and Authorize the Loan from the Recreation Activity <br /> 25 Fund to Replace the Parks Capital Fund in 1995 <br /> 26 <br /> 27 VOTE: 5 ayes 0 nays Motion Carried <br /> 28 <br /> 29 E. Consideration of Fixing the Form of the November 8, 1994 General <br /> 30 Election Ballot <br /> 31 <br /> 32 Samantha Orduno, City Administrator, reported that the Charter <br /> 33 Commission met on September 1 and submitted language on term limits <br /> 34 to her. The Council discussed this item at their Work Session on <br /> 35 September 7, however, prior to that the Council had asked the City <br /> 36 Attorney to review the language and address some questions that the <br /> 37 Council had as to the constitutionality of the issue. The City <br /> 38 Attorney put forth a legal opinion which was submitted to the <br /> 39 Council and referred to the Charter Commission with several <br /> 40 questions for clarification regarding the language. The Charter <br /> 41 Commission met this evening and submitted new language to the <br /> 42 Council just prior to this Council meeting. <br /> 43 <br /> 44 Orduno stated that the action that needs to be taken prior to <br /> 45 September 15 by the Council is to set the form of the ballot. <br /> 46 Orduno presented the new language proposed by the Charter Commission <br /> 47 and stated that the City Attorney had reviewed the language, not <br /> 48 changed the language but worked on the form. <br /> 49 <br /> 50 Jim Thomson, City Attorney, distributed the proposed language for <br /> 51 fixing the ballot properly for the November election. The form of <br /> 52 the ballot would be one question. Thomson read the proposed <br /> 53 language. <br /> 54 <br />
