UNAPPROVED <br /> 1 Mounds View City Council Page Nine <br /> 2 Regular Meeting September 12, 1994 <br /> 3 <br /> 4 <br /> 5 Jim Thomson, City Attorney, stated that the question proposed to be <br /> 6 put on the ballot is not manifestly unconstitutional. Thomson <br /> 7 stated that it has to be determined manifestly unconstitutional to <br /> 8 not be put on the ballot. <br /> 9 <br /> 10 Orduno stated the resolution received should be amended and said the <br /> 11 new language should be substituted for the old language regarding <br /> 12 the term limits. <br /> 13 <br /> 14 Councilmember Trude stated the Council has no choice but to put this <br /> 15 to the voters. <br /> 16 <br /> 17 Mayor Linke stated that when the Minneapolis issue goes to court it <br /> 18 might not be the constitutionality of the law. <br /> 19 <br /> 20 Councilmember Wuori stated that the only thing she could say is that <br /> 21 the Council is placed in a hard position. The people of Mounds View <br /> 22 have exercised their rights in the past with the Council that has <br /> 23 been chosen. The Council has been backed by the residents most of <br /> 24 the time. The silent majority of the Charter Commission is not in <br /> 25 attendance tonight and Wuori stated, "shame on you" . <br /> 26 <br /> 27 <br /> 28 MOTION/SECOND: Blanchard/Trude to Fix the Form of the November 8, <br /> 29 1994 General Election Ballot as Presented As Amended <br /> 30 <br /> 31 VOTE: 5 ayes 0 nays Motion Carried <br /> 32 <br /> 33 F. Consideration of Appointing Councilmember Diane Wuori and Frank <br /> 34 Blasiak to the TCAAP Reutilization Committee <br /> 35 <br /> 36 Samantha Orduno, City Administrator, stated that Bruce Vento at a <br /> 37 recent meeting regarding the reutilization of the TCAAP property, <br /> 38 requested that each of the four cities abutting the site appoint an <br /> 39 official to serve on the proposed Reutilization Committee. Frank <br /> 40 Blasiak commented that he would bring forth updates from the <br /> 41 meetings he attends. <br /> 42 <br /> 43 Councilmember Trude stated that these are public meetings and anyone <br /> 44 interested in serving on this committee should contact Mr. Vento's <br /> 45 office. <br /> 46 <br /> 47 G. Consideration of Adoption of Community Vision and Mission Statement <br /> 48 Tim Cruikshank, Assistant to the City Administrator, reported that <br /> 49 in February and March of this year, as part of the Focus 2000 <br /> 50 process, the Focus 2000 Steering Committee was asked to develop both <br /> 51 a Mission and Vision Statement for the community. Cruikshank also <br /> 52 reported as part of the Focus 2000 program, the City is embarking on <br /> 53 a comprehensive customer service program for all City employees to <br /> 54 participate in.
