UNAPPROVED <br /> 1 Mounds View City Council Page Five <br /> 2 Regular Meeting September 26, 1994 <br /> 3 <br /> 4 <br /> 5 Harrington reported that staff had met with the Consulting Engineer <br /> 6 and it was his opinion that a sufficient ponding plan can be <br /> 7 established to handle the anticipated runoff. Harrington explained <br /> 8 that the Engineer had also informed the applicant that the Rice <br /> 9 Creek Watershed District needed to be contacted regarding a wetland <br /> 10 within the development which is on the National Wetland Inventory <br /> 11 (NWI) and that a RCWD permit would be required for approval of the <br /> 12 project. <br /> 13 <br /> 14 Harrington further reported that the applicant has delineated the <br /> 15 referenced wetland to the satisfaction of the RCWD and has <br /> 16 resubmitted the Plat for consideration by the Council. Harrington <br /> 17 noted that the applicant is requesting that the City Council <br /> 18 consider taking action on the preliminary plat at tonight's meeting <br /> 19 and then the project would be more fully reviewed at the October 3rd <br /> 20 Work Session at which time the Consulting Engineer can be present to <br /> 21 discuss the storm water management issue with the final plat being <br /> 22 considered at the October 10, 1994 Council Meeting. <br /> 23 <br /> 24 Harrington introduced John Wilzek, Comstock and Davis, who explained <br /> 25 where the proposed ponding would occur. There were three areas <br /> 26 being considered. Wilzek stated the developer was negotiating to <br /> 27 obtain property behind Outlot A. Mr. Wilzek also stated that soil <br /> 28 borings in close proximity to the gas station were taken and no <br /> 29 ground water contamination was found. <br /> 30 <br /> 31 Many questions were addressed to staff and Mr. Wilcek regarding the <br /> 32 storm water drainage issues in the vicinity of the proposed plat. <br /> 33 It was suggested that this item be tabled for further discussion to <br /> 34 the October 3rd Work Session. <br /> 35 <br /> 36 MOTION/SECOND: Quick/Blanchard to Table the Consideration of <br /> 37 Preliminary Plat, Sherwood Estates to the October 3, 1994, Work <br /> 38 Session <br /> 39 <br /> 40 VOTE: 4 ayes 0 nays Motion Carried <br /> 41 <br /> 42 E. Consideration of Resolution No. 4637 Creating a Recycling Intern <br /> 43 Position <br /> 44 <br /> 45 Tim Cruikshank, Assistant to the City Administrator, presented the <br /> 46 background on the creation of the proposed Recycling Intern Position <br /> 47 explaining that it would be a part-time position up to 19 hours per <br /> 48 week with no benefits. Cruikshank explained that funding for this <br /> 49 position for the remained of 1994 would come from the 1994 recycling <br /> 50 budget that was funded by a Ramsey County SCORE grant and for 1995, <br /> 51 the City expects to again receive SCORE funding form the County <br /> 52 which would be used for recycling programs and personnel costs. <br /> 53 <br /> 54 <br />
