One option that is being considered <br /> is a culvert and fill crossing of the ditch. This crossing may impact wetland located in the ditch <br /> and upstream of the proposed crossing. <br /> BACKGROUND <br /> An existing path has been created from Silver View Park to Silver View Road without benefit <br /> of a designed trail system. The pathway crosses a ditch which drains several acres of area north <br /> of the crossing. The ditch continues from the crossing south into Silver View Pond. <br /> The City has pursued a bridge crossing of the ditch. However, funding for the bridge was not <br /> obtained. A culvert crossing appears to be a cost effective alternative to the bridge. Stricter <br /> wetland regulation by the State make projects near or in wetlands more difficult to build. A <br /> preliminary investigation of the wetlands is required before a culvert crossing is engineered. <br /> Beside providing a crossing of the ditch, the culvert and berm may be used to create a water <br /> quality pond. A water quality pond in this location is consistent with the Local Water <br /> Management Plan's capital improvement program. A sediment pond in this location would help <br /> protect Silver View Pond. <br /> SCOPE OF WORK <br /> The following tasks will be performed to provide the City necessary information to determine <br /> if a culvert crossing is feasible: <br /> 1. Site Visit: A visit to the site will give a preliminary investigation on the extent of wetland <br /> that would be impacted by the project_ Both the impacts of the culvert crossing <br /> and resulting ponding and the ability to use the area as a sediment pond will <br /> be explored. <br /> SHORT ELLIOTT <br /> HENDRICKSON INC.
