Pennsylvania which manufactures air conditioning equipment. The office in <br /> Mounds View serves Minnesota, Wisconsin and parts of South Dakota. The <br /> manager of the sales department expressed a major concern with Highway 10. <br /> He said the intersection of highway 8 and highway 10 is very dangerous and the <br /> businesses along 10 are not accessible. It is easier for him to use the services in <br /> New Brighton rather than Mounds View. <br /> Outreach: <br /> • The business newsletter was well received. I have had 3-4 calls from local <br /> businesses and a resident wanting information on the low-doc program and just <br /> commending on the information provided. I hope to start the "Focus on Mounds <br /> View Business" section for the next issue. Mounds View Antiques wanted to <br /> rewrite their article and missed the publication deadline. We will try for the next <br /> issue! <br /> • Jennifer and I attended the Ramsey County Seminar for CDBG and Home Funds <br /> for 1995. Again, Ramsey County will distribute the funds which are awarded to the <br /> them from HUD. The process for applying for the funds will be changed this year. <br /> It will include a single submission process and the projects that are funded must <br /> fit into HUD/Ramsey County priorities. This year Ramsey County is requesting the <br /> Cities participation in developing those priorities. HUD's priorities include <br /> providing decent housing, providing a suitable living environment and expanding <br /> economic opportunities. City staff has met to discuss priorities and will submit <br /> them to the County. At the training session, it was clear that project which have <br /> community support will be a priority. Therefore, the Focus 2000 recommendations <br /> will be key for Mounds View. Applications will be received in November with a <br /> February submission date. <br /> • I attended the final phase I for Ramsey County's Strategic Planning Process for <br /> Economic Development this week. The group developed a broad vision statement <br /> and came up with five critical issues in economic development. I expressed the <br /> need for the County to focus on the disincentives to business growth such as <br /> taxes and to find ways to eliminate those disincentives. Also, the County should <br /> support the local economic development programs that exist rather than creating <br /> another economic development plan. The next step is for the group to make a <br /> presentation to the Ramsey County Commissioners in January. <br /> Economic Development Commission: <br /> • The EDC has been busy with several issues over the past three meetings. <br /> Evaluating Highway 10 is the first priority but also the most difficult. I have <br /> provided the EDC with the draft corridor plan from 1991 and am working on the <br /> current inventory. In addition, the EDC will begin to evaluate the kinds of business <br /> assistance programs which would be beneficial to Mounds View businesses and <br /> for attraction purposes.
