COMMUNITY DEVELOPMENT
UPDATE ON GREENFIELD PONDS WATERMAIN BREAK RESPONSIBILITY
Last week I informed you that Catherine Harstad of the Harstad Companies had
written the City a letter in September in which she requested the City assume
financial responsibility for a watermain break which resulted from the Greenfield
Ponds development construction. Within the past two weeks, I have received a
second letter from Harstad's attorney reiterating their position.
This week, I had an opportunity to sit down with Public Works Director Mike Ulrich
and City Attorney Jim Thomson to discuss the matter in detail. Based on Mike's
recollection of the incident and the fact that an engineer under the employ of
Harstad attributes the break in part to the operation of heavy equipment over the
Main, Jim Thomson is confident the City will not be responsible for the cost of
repair. Jim will be drafting a letter to Harstad's attorney stating the City position
and, suggesting a meeting to discuss the issue.
I will keep you informed on any further developments.
MOUNDS VIEW NUISANCE CODE UPDATE
At their December 7, 1994 meeting, the Mounds View Planning Commission
conducted a final review of the Nuisance Code. The majority of their comments
focused on grammatical errors, spelling and repeat information. In addition, certain
areas of the Ordinance were reworded for purposes of clarification. I will be
setting the Public Informational Meeting for January followed, hopefully, by
introduction and adoption of the Ordinance in early February.
Paul
