COMMUNITY DEVELOPMENT <br /> UPDATE ON GREENFIELD PONDS WATERMAIN BREAK RESPONSIBILITY <br /> Last week I informed you that Catherine Harstad of the Harstad Companies had <br /> written the City a letter in September in which she requested the City assume <br /> financial responsibility for a watermain break which resulted from the Greenfield <br /> Ponds development construction. Within the past two weeks, I have received a <br /> second letter from Harstad's attorney reiterating their position. <br /> This week, I had an opportunity to sit down with Public Works Director Mike Ulrich <br /> and City Attorney Jim Thomson to discuss the matter in detail. Based on Mike's <br /> recollection of the incident and the fact that an engineer under the employ of <br /> Harstad attributes the break in part to the operation of heavy equipment over the <br /> Main, Jim Thomson is confident the City will not be responsible for the cost of <br /> repair. Jim will be drafting a letter to Harstad's attorney stating the City position <br /> and, suggesting a meeting to discuss the issue. <br /> I will keep you informed on any further developments. <br /> MOUNDS VIEW NUISANCE CODE UPDATE <br /> At their December 7, 1994 meeting, the Mounds View Planning Commission <br /> conducted a final review of the Nuisance Code. The majority of their comments <br /> focused on grammatical errors, spelling and repeat information. In addition, certain <br /> areas of the Ordinance were reworded for purposes of clarification. I will be <br /> setting the Public Informational Meeting for January followed, hopefully, by <br /> introduction and adoption of the Ordinance in early February. <br /> Paul <br />
