FiA <br /> PA ] 9tkt <br /> t, <br /> Mounds View City Council a <br /> Regular Meeting November 29, 1994 <br /> 1 Mr. Brasaemle, 5127 Long Lake Road, said that he is employed <br /> 2 by the Minnesota Department of Environmental Assistance and is <br /> 3 here to speak as a resident of Mounds View. He strongly <br /> 4 opposed any movement to repeal the EQC. He felt the need for <br /> 5 members had not been well publicized and stated that he would <br /> 6 be willing to serve if the Commission continues. He cited the <br /> 7 wetland issue discussed earlier in the meeting as an area that <br /> 8 would fall within the duties of the EQC. <br /> 9 <br /> 10 (The Meeting was informally recessed due to a false fire alarm. ) <br /> 11 <br /> 12 Mr. Brasaemle went on to explain that the Planning Commission <br /> 13 considered issues based on Ordinances rather than the <br /> 14 environment. He felt that be removing the EQC, the Council <br /> 15 would be going against the constituency of Mounds View, and <br /> 16 suggested that an aggressive ad campaign be done to recruit <br /> 17 members. More residents would be made aware of the EQC if it <br /> 18 were given a higher profile. <br /> 19 <br /> 20 Ruth White, 2917 County Road I, commented that she perceived <br /> 21 this action as being politically motivated. She stated that, <br /> 22 although she had no background concerning this, she felt it <br /> 23 was vindictive because two members of the Commission were <br /> 24 candidates for the City Council and this action was started <br /> 25 immediately following election. <br /> 26 <br /> 27 Linke said that was not what had precipitated this action. <br /> 28 <br /> 29 Councilmember Trude mentioned that the Council should <br /> 30 advertise for members for the EQC and provide the same amount <br /> 31 of support for this Commission that the Council provides to <br /> 32 the other Commissions. She felt the hiring of a Recycling <br /> 33 Intern would help add the support services this Commission <br /> 34 needs. A direct work plan should be provided from the Council <br /> 35 so that the activities of the Commission are ones that the <br /> 36 Council wants. <br /> 37 <br /> 38 Trude felt that often her viewpoints regarding environmental <br /> 39 issues were not shared by the other members of the Council. <br /> 40 She felt the EQC was necessary to help make the City a place <br /> 41 that our children and grandchildren will be proud to inherit. <br /> 42 The issues to be considered by the EQC should be directed from <br /> 43 the Council so there are no misunderstandings, and Trude felt <br /> 44 the Council should accept blame for the problems of the EQC. <br /> 45 <br /> 46 Trude suggested that the EQC suspend meetings until there are <br /> 47 seven members and that a strong effort to recruit members <br /> 48 should be made. She commented that the work plan of the EQC <br /> 49 should begin at the Council level and be directed to the <br /> 50 Commission, with results being returned to the Council. <br />
