He cited the <br /> 4 difficulty of the EQC in maintaining adequate membership and <br /> 5 noted that New Brighton had abolished their EQC Commission as <br /> 6 well, dispersing the duties to other Commissions. <br /> 7 <br /> 8 Richard Oman, 8205 Groveland Road, commented that he was the <br /> 9 Chairperson of the EQC and explained the difficulties in <br /> 10 maintaining adequate membership over the last year. He felt <br /> 11 that previously there had been adequate membership. He cited <br /> 12 issues contained in the FOCUS 2000 Final Report which he felt <br /> 13 pertained to the EQC, noting the establishment of the Greenway <br /> 14 Plan. Oman stated that his term as Chairperson would be over <br /> 15 this year, but he would still like to serve as a Commissioner <br /> 16 of the EQC. <br /> 17 <br /> 18 Muriel Brainard, 7900 Greenwood Drive, said this action seemed <br /> 19 precipitous. She had understood that Mayor Linke requested <br /> 20 Samantha Orduno to inform the EQC members of the action being <br /> 21 taken regarding the EQC and wondered why Orduno had not <br /> 22 informed her. <br /> 23 <br /> 24 Samantha Orduno, City Administrator, stated that she had <br /> 25 contacted Richard Oman, Chair of EQC, and asked if he would <br /> 26 like her to contact the other members or if he would prefer to <br /> 27 contact them himself. He informed Orduno that he would prefer <br /> 28 to contact the members himself. <br /> 29 <br /> 30 Brainard presented two suggestions from Linda Hanson, a member <br /> 31 of the EQC. The first is that if a lack of interest does <br /> 32 exist, it is more important than ever to have an Environmental <br /> 33 Quality Commission. Hanson felt the problems with membership <br /> 34 were short-term. <br /> 35 <br /> 36 Brainard suggested that the EQC meet quarterly or five times <br /> 37 a year. She announced that Gina Hennen, the student member of <br /> 38 the EQC, is now a voter and would make a fifth member. <br /> 39 Brainard felt the Council had failed to make a strong effort <br /> 40 to get members. She asked for clarification as to whose <br /> 41 responsibility it was to recruit new members to the EQC. <br /> 42 <br /> 43 Linke said that it was the responsibility of the City Council <br /> 44 to advertise for members, but before that action can be taken, <br /> 45 the Commission must inform the Council that members are <br /> 46 needed. <br /> 47 <br /> 48 Brainard urged the Council not to act precipitously on this <br /> 49 issue. <br /> 50 <br />
