Ramsey County has the market value set at $21, <br /> I would like to point out one thing that the Council may want to <br /> consider in relation to a possible purchase of the lot. If the <br /> City denies the variance, thereby denying reasonable use of the <br /> property and subsequently purchases the land, the door is open <br /> for any owner of difficult to develop wetland buffer property <br /> approach the City with a proposed development plan, hoping that <br /> it will be denied. I think we all know of one particular <br /> developer who would be a prime candidate for such action. Just <br /> food for thought. <br /> State revenue forecast <br /> The November State forecast was release last week and early <br /> indications are that there will no reductions to our December <br /> HACA/LGA payments. Under current law, it also appears that there <br /> will sufficient funds to pay cities a slight increase in HACA/LGA <br /> in the next biennium. Unfortunately, current law is definitely in <br /> jeopardy. <br /> There is serious discussions on the State "hill" that "something <br /> has to be done about education financing" and I believe that this <br /> budget cycle will be the year they change the funding mechanisms <br /> for K-12 and possibly even higher education.
