recommending HACA/LGA reductions to fund education reform. The <br /> final report is due at the end of January, but few belief their <br /> recommendations will change. <br /> The House has also appointed a committee to review education <br /> funding (K-12) . They have met three times and early indications <br /> are that they agree that HACA is an appropriate funding source <br /> for education funding. <br /> The budgetary caps placed on K-12 spending may be reviewed as <br /> part of the reform package. Eliminating the caps could result in <br /> over $700, 000, 000 in increased State costs. <br /> The recent bank settlement that the State faces means an <br /> estimated $-150, 000,000 will have to be_paid_-out over the next <br /> biennium. While the current surplus is estimated to be <br /> $190, 000, 000, State officials appear not to be looking at the <br /> surplus as the funding path to be taken to pay the settlement. <br /> What does all this mean to us? I wish I knew. What I suspect is <br /> action by the Legislature to shift HACA and, quite possibly, a <br /> portion of LGA to K-12 funding. That's the obvious part of the <br /> equation. The not so obvious part is what mechanisms they will <br /> allow cities to recoup the lost revenue. <br /> Needless to say, this upcoming Legislative session will be <br /> interesting and challenging. Our attention to their actions will <br /> have to be even greater than in the past because so very much is <br /> at stake and as stakeholders, we must alert them at every turn to <br /> the impact their decisions have on cities. <br /> 1994 Budget Rollovers <br /> Consistent with past practice, staff has determined that there <br /> are a few items that could not be purchased in 1994, due to a <br /> variety of factors (which have been outlined in the staff reports <br /> for this Agenda item) . Several of the items are dependent on the <br /> computer and information management analysis that will be <br /> conducted in early 1995. A few of the items relate to the final <br /> changes to complete the City Hall remodeling project. If you have <br /> questions on any of the proposed rollover items, please call <br /> staff. <br /> December vacation schedules <br /> On behalf of the entire staff, I would like to thank the members <br /> of the Council for their kind consideration of December vacation <br /> schedules. Changing the last meeting in December to this Monday <br /> and eliminating the January Work Session gives the entire staff a <br /> very nice "breather" . Not having a Work Session agenda to prepare <br /> the week between Christmas and New Year's means a great deal to a <br /> lot of us who have worked long hours this year. <br />
