* A crack filling machine is requested for purchase in 1996 . <br /> Crack filling has become a very important maintenance <br /> procedure to prolong the pavement life of the City' s streets. <br /> Staff has been crack filling for the past three (3) years, <br /> with rental machines . Although this practice has been somewhat <br /> acceptable in the past, numerous problems have been <br /> encountered with rental machines . Scheduling, breakdowns, <br /> unreliable equipment, and cost have prompted staff to request <br /> the purchase of this equipment. <br /> Estimated cost : $25 , 000 . Program: Pavement Management <br /> * Staff is recommending the purchase of a dump truck equipped <br /> with snow removal equipment for 1996 . This truck will be <br /> necessary when the turnbacks are effective . With the <br /> additional mileage the city would then have a ratio of 1 piece <br /> of equipment for every 10 miles of street. Although this is <br /> considered a very good service level, only two vehicles can <br /> apply chemicals . <br /> Major breakdowns of equipment during snow storms can provide <br /> hazardous conditions for motorist. This has not been the case <br /> with the current equipment, but as snow removal equipment <br /> ages, it' s reliability is lessened. The ability to create safe <br /> driving conditions, is a major concern of staff . The City <br /> currently does not have enough snow removal equipment should <br /> one breakdown. The purchase of this equipment is recommended <br /> to be funded from the Water and Wastewater Funds also. Total <br /> equipment expenditure is estimated at $81, 000 . <br /> Estimated cost : $28 , 800 . Program: Snow and Ice, and Pavement <br /> Management . <br /> * A seasonal position is requested for 1996 . This position was <br /> addressed in the 1994 LTFP staffing level -projection. The <br /> addition of this position will lessen the amount of projects <br /> and programs that are contracted. <br /> Estimated cost: $ 5 , 000 . Program: Pavement Management . <br /> SURFACE WATER MANAGEMENT <br /> * Ditch and 'retention pond cleaning will be needed in this and <br /> future years program. <br /> Estimated cost : $ 25, 000 . . <br /> WATER <br /> * Additional lab equipment is requested to enable staff to <br /> conduct various tests recuired by the Safe Water Drinking <br /> Water Act . <br /> Estimated cost : $ 1, 500 . Program: Water Production. <br /> * System maintenance is required on a scheduled basis for all <br /> wells and pumps . This procedure provides preventative <br /> 44 <br />
