UNAPPROVED <br /> Mounds View City Council Page 15 <br /> Regular Meeting June 26, 1995 <br /> 1 Ms. Werner questioned whether she would be assessed for a <br /> 2 sewer project if it were really needed in another <br /> 3 neighborhood, and how staff would determine if her sewer <br /> 4 needed work. Mayor Linke reviewed how the sewer lines are <br /> 5 televised to determine need for repair based on cracking, <br /> 6 pulling sand, breaks, etc. , and explained that storm sewers <br /> 7 are part of the Storm Water Management Plan. <br /> 8 <br /> 9 Ms. Werner asked if she would be assessed if her system is <br /> 10 rebuilt to improve an area six blocks away. Mayor Linke <br /> 11 explained she will be assessed—if—it is found necessary to <br /> 12 replace her system. Ms. Werner reiterated her opinion the <br /> 13 information given to the public is not adequate and residents <br /> 14 are not convinced whether improvements are necessary. <br /> 15 <br /> 16 Councilmember Hankner pointed out the City has employees who <br /> 17 work with the sewer system on a daily basis and with the <br /> 18 cameras and inspections know the status of the system. Also, <br /> 19 engineering experts are hired when a project is considered. <br /> 20 She suggested Ms. Werner contact staff if she wants to know <br /> 21 more about her system. <br /> 22 <br /> 23 Councilmember Trude stated she understands the resident's <br /> 24 concerns and advised the City will provide notice of the <br /> 25 public hearing when staff can answer those types of specific <br /> 26 questions. <br /> 27 <br /> 28 Mike McGuen (SP?) , 8345 Red Oak Drive, encouraged the Council <br /> 29 to table further consideration. He agreed this is a <br /> 30 complicated issue but once adopted, the residents will have to <br /> 31 live with it. He asserted there are some inconsistencies in <br /> 32 the purpose statement and suggested a statement be included <br /> 33 indicating one of the Chapters overrides the other. He <br /> 34 indicated support for funding sealcoating projects from the <br /> 35 General Fund, but questioned whether this would result in <br /> 36 residents wanting their road sealcoated more quickly. Mr. <br /> 37 McGuen requested further study be done on the percentages <br /> 38 charged by different suburbs. <br /> 39 <br /> 40 Mayor Linke advised Mounds View has already studied that and <br /> 41 the information is available to residents in the Public Book. <br /> 42 <br /> 43 Mr. McGuen asserted that when resident's don't have tangible <br /> 44 information, rumors start. He requested the matter be tabled <br /> 45 to the Fall to allow adequate time for review. He stated he <br /> 46 would like real numbers on resurfacing and sealcoating <br /> 47 projects and suggested there also be additional newspaper <br /> 48 articles. <br /> 49 <br />
