He <br /> 2 commented on a letter sent by the City to residents regarding <br /> 3 the budget hearings and stated his opinion that the reason <br /> 4 people are not interested, is because nothing happens and the <br /> 5 Council does not listen to them. <br /> 6 <br /> 7 The City Administrator advised Mounds View is one of the only <br /> 8 cities in the seven county metro area that sends out a <br /> 9 personalized letter to any resident who has attended the last <br /> 10 four budget hearings. The letter notifies them of the <br /> 11 schedule—and invites them to attend. She questioned at what <br /> 12 point the resident becomes responsible to get the information. <br /> 13 <br /> 14 Mr. Werner stated the Council needs to get both sides of the <br /> 15 information and questioned the Mayor regarding the need to <br /> 16 make repairs to utilities that lie under the roadway. Mayor <br /> 17 Linke explained he does not know if utilities under the street <br /> 18 need to be repaired, but if they are not broken, the City <br /> 19 would not repair them. <br /> 20 <br /> 21 Councilmember Hankner commented she understands the resident's <br /> 22 frustration but we live in a democracy. She stated she does <br /> 23 not represent an individual's specific ideas, but rather <br /> 24 represents every individual. Councilmember Hankner further <br /> 25 commented it is the business of the Council to understand the <br /> 26 interests of the people and try to balance that interest, <br /> 27 negotiate, compromise, and end up where it may not look <br /> 28 exactly like what you wanted but it balances out what everyone <br /> 29 wants. She noted once a decision is made, there will always <br /> 30 be people who are angry but others who are not. She <br /> 31 reiterated her support to table the matter to allow time for <br /> 32 that negotiation, compromising, and merging of everyone's <br /> 33 ideas until people are more comfortable with the final policy. <br /> 34 <br /> 35 Naja Werner, 2765 Shorewood Road, stated the residents do not <br /> 36 have the information they need about the proposed street, curb <br /> 37 and gutter projects and what the costs will be. She indicated <br /> 38 support for periodic sealcoating since it will prolong the <br /> 39 life of the street but questioned how staff determines whether <br /> 40 the street needs to be sealcoated or reconstructed. She <br /> 41 questioned the life of a roadway and asserted residents need <br /> 42 more detailed, quality, information to answer these questions. <br /> 43 <br /> 44 Mayor Linke noted some of the information Ms. Werner is <br /> 45 requesting has already been provided. He reviewed how the <br /> 46 Pavement Management Program identifies the streets and types <br /> 47 of projects needed. He then reviewed Exhibit C which details <br /> 48 the life cycle for improvements. <br /> 49 <br />
