Utilizing a variety of revenue sources, especially when grants-in- <br /> aids can be secured, make it possible for the City to complete much <br /> needed or requested projects without placing additional burdens on <br /> the property tax system. Staff continually seeks out federal, state <br /> and private dollars to make projects and equipment acquisitions <br /> more palatable to our taxpayers. <br /> It must be noted that infrastructure projects have not been <br /> included in this Plan due to the incompletion as yet of the <br /> Pavement Management Program. Modification to the LTFP can be made <br /> at the time the Council determines the scope and timeframe of <br /> infrastructure projects in the City. <br /> Essentially, 1996 will not include any new or enhance. service or <br /> programs with equipment purchases kept at a minimum. This action <br /> will make it possible to present a $0 levy increase to the public <br /> when the 1996 Budget is introduced in October. <br />
