F Agenda Section: 11.A <br /> REQUEST FOR COUNCIL CONSIDERATION Report Number: 95-1412C <br /> V <br /> STAFF REPORT Report Date: 7-12-95 <br /> Council Action: <br /> ❑ Special Order of Business <br /> CITY COUNCIL MEETING DATE July 17, 1995 ❑ Public Hearings <br /> ❑ Consent Agenda <br /> Z Council Business <br /> Item Description: <br /> Continued discussion of the Assessment Policy <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sh:•ts as ecessary.) <br /> ,SUMMARY; <br /> As a result of further investigation to find the similarities, and <br /> differences in the City Charter, City Code, and Assessment Policy, staff <br /> has come to the conclusion that amending the current Code, Chapter 202 , <br /> would be a more appropriate measure, than pursuing a new assessment policy. <br /> The Assessment Policy (Ordinance No. 560) was developed to try and simplify <br /> the assessment procedure, and referred to the Charter, and included much <br /> of the same information that Chapter 202 includes . Trying to tie the two <br /> documents together can and has confused many people. By amending Chapter <br /> 202 to include areas not addressed, ie. , per cent assessed, methods of <br /> assessments, and lot dimensions, this one document will serve the City of <br /> Mounds View entirely. Staff will then be able to address questions from <br /> residents about estimated future assessments . <br /> Staff is recommending that Council deny Ordinance No. 560 . Staff will then <br /> prepare an amendment to Chapter 202 of the City Code to include the I <br /> aforementioned items . Council can then set a public hearing for August 14, <br /> 1995, for the first reading of the ordinance. <br /> Staff apologizes for all inconveniences, disruption of the community and <br /> dissention that Council may have experienced throughout this time .
