REQUEST FOR COUNCIL CONSIDERATION
STAFF REPORT Agenda Section: 3
tUNBE Report Number: 95-1421WS
nr
L nr AGENDA SESSION DATE August 7, 1995 Report Date: 8-3-95
DISPOSITION
Item Description: Playground Equipment Information Regarding Replacing Unsafe Components
Administrators Review/Recommendation:
- No comments to supplement this repo r .
- Comments attached.
I
Explanation/Summary (attach supplement sheets as necessary.)
SUMMARY:
The Parks and Recreation Commission discussed the issue of unsafe
playground equipment, specifically the animal glide swings which are
located in four park locations including Groveland, Greenfield, Oakwood
and Hillview playgrounds . While these playground components are very
popular especially with pre-school age children, a recent article in the
League of Minnesota Cities has warned Cities that two deaths have
occurred as a result, of children being hit by the swings . The weight of
the animal part is what makes the animal swing more dangerous than a
regular swing. While the City of Mounds View has never had a reported
injury associated with this play component, the risk is now present and
liability is high because we have been warned about possible safety
dangers and encouraged to remove the equipment .
The Parks and Recreation Commission made a unanimously approved motion
to recommend removal of the equipment as monies are available for
replacement play components .
Gametime Play Equipment will give a 20% discount on replacement tot
swings which would attach to the present metal frames . The cost of an
infant swing and replacement parts including chain and brackets will be
approximately $150 . 00 per unit . Approximately 8 infant swing units
would be necessary to replace 8 animal swings . The overall cost is
approximated at $1, 200 . This is not a budgeted expenditure and if the
City Council wishes to pursue this change of equipment, monies would
need to be appropriated.
_
/,/S. .ri, i`/i//i ///
Mary o• , •erector of Pars, Recreation and Forestry
Or
RECOMMENDATION:
