REQUEST FOR COUNCIL CONSIDERATION <br /> STAFF REPORT Agenda Section: 3 <br /> tUNBE Report Number: 95-1421WS <br /> nr <br /> �L nr AGENDA SESSION DATE August 7, 1995 Report Date: 8-3-95 <br /> DISPOSITION <br /> Item Description: Playground Equipment Information Regarding Replacing Unsafe Components <br /> Administrators Review/Recommendation: <br /> - No comments to supplement this repo r . <br /> - Comments attached. <br /> I <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> SUMMARY: <br /> The Parks and Recreation Commission discussed the issue of unsafe <br /> playground equipment, specifically the animal glide swings which are <br /> located in four park locations including Groveland, Greenfield, Oakwood <br /> and Hillview playgrounds . While these playground components are very <br /> popular especially with pre-school age children, a recent article in the <br /> League of Minnesota Cities has warned Cities that two deaths have <br /> occurred as a result, of children being hit by the swings . The weight of <br /> the animal part is what makes the animal swing more dangerous than a <br /> regular swing. While the City of Mounds View has never had a reported <br /> injury associated with this play component, the risk is now present and <br /> liability is high because we have been warned about possible safety <br /> dangers and encouraged to remove the equipment . <br /> The Parks and Recreation Commission made a unanimously approved motion <br /> to recommend removal of the equipment as monies are available for <br /> replacement play components . <br /> Gametime Play Equipment will give a 20% discount on replacement tot <br /> swings which would attach to the present metal frames . The cost of an <br /> infant swing and replacement parts including chain and brackets will be <br /> approximately $150 . 00 per unit . Approximately 8 infant swing units <br /> would be necessary to replace 8 animal swings . The overall cost is <br /> approximated at $1, 200 .
