cogry <br /> REQUEST FOR COUNCIL CONSIDERATION Agenda Section: 2•d <br /> !VS <br /> STAFF REPORT Report Number: 95-1437WS <br /> AGENDA SESSION DATE September 5, 1995 Report Date: 8-31-95 <br /> DISPOSITION <br /> Item Description: <br /> Discussion Regarding Cable Operation Guidelines <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> SUMMARY: <br /> As a follow-up to the presentation by the 10-city Cable Commission, the <br /> Council, at their August Work Session, had requested a discussion regarding <br /> cable operation guidelines. <br /> Several issues have emerged over the past month that the Council may wish <br /> to discuss and determine their policy framework so that staff can better <br /> assist them in formalizing guidelines: <br /> 1. Degree to which, if any, Councilmembers participate in <br /> Cable programs. <br /> 2 . Level of oversight, if any, in cable programming. <br /> 3. Level of approval, if any, of cable program calendar and <br /> presentations schedule. <br /> 4. Appointment of a Council liaison to the Cable Committee. <br /> An additional issue which has arisen most recently is the responsibility <br /> for supervising the cable technician. Currently, cable operations are a <br /> division of the Parks and Recreation Department with the Director of the <br /> Department responsible for supervising the Cable Technician and also <br /> serving as the staff liaison to the Cable Committee. <br /> There have been discussions regarding the best placement of cable <br /> operations and three options are presented for Council consideration: <br /> 1. Continue the status quo. <br /> 2 . Move cable operations into the Administration Department with <br /> supervisory responsibilities delegated to either the <br /> Administrative Intern or Administrative Aide. <br /> 3 . Move cable operations into Administration with supervisory <br /> responsibilities assumed by the Administrator. <br /> Staff iszseking direction of the afore-mentioned issues. <br /> .mantha srduno, City Administrator <br />
