Mr. Harstad has entered into a purchase agreement for <br /> the property, contingent upon City approval for his requested amendment. <br /> Background on the property and the request is as follows: <br /> In September of 1985, Ronald Richardson (current owner) <br /> received City approval for a Conditional Use Permit allowing <br /> the development of the Sud's and Shine Car Wash. That <br /> approval, awarded via City Council Resolution 1919 (copy <br /> attached) , contained specific requirements related to the <br /> development and operation of the facility. <br /> In April of 1986, the City gave approval (Resolution No. 1999, <br /> copy attached) to Bruce Holton for the Wash Me Car Wash 1x e1 <br /> on Program Avenue. Although requirements of development and <br /> operation were included in this approval similar to the Sud's and <br /> Shine Car Wash, certain others were either omitted or modified <br /> somewhat. <br /> In particular, the Sud's and Shine Car Wash was limited in hours <br /> of operation - 7 :00 a.m. to 10:00 p.m. , while the Wash Me Car Wash <br /> had no limitations on the hours the facility could be open for <br /> business . Also, the Sud's and Shine approval required that an <br /> attendant be on duty at all times the facility was open for business. <br /> The Wash Me facility only needed to provide an attendant four (4) <br /> hours per day. <br /> Mr. Harstad's request would allow for the amendment of Resolution No. <br /> 1919 to allow the operation to be in service 24 hours per day and that <br /> an attendant only be required on site four (4) hours out of each day. <br /> This request, according to the applicant, would allow the Sud's and <br /> Shine Car Washto be on equal footing with the Wash Me Car Wash. <br /> --)j <br /> Paul.
