LOCAL IMPROVEMENTS: A public improvement financed partly <br /> or wholly from special assessments . <br /> Subd. 6 . NEWSPAPER: The official newspaper of the City2. <br /> Subd. 7 . NEWSLETTER: A letter published by the City at regular <br /> intervals at least six (6) times each year3. <br /> Subd. 8 . STREET: Any street, alley or other public way or any <br /> part thereof. (1988 Code §26 .03) <br /> 202 .03: EFFECT OF CHARTER PROVISIONS: <br /> Local improvements shall be carried out exclusively under the <br /> provisions of the Charter. ( 1988 Code §26 . 15) <br /> 202 .04: STATUTE PROVISIONS ADOPTED: <br /> The provisions of Minnesota Statutes 444.075, pertaining to <br /> waterworks systems, main sewers and sewage disposal plants, as <br /> amended from time to time, are hereby adopted by reference. ( 1988 <br /> Code §26 .24; 1993 Code) <br /> 202 . 05: COUNCIL POWERS AND AUTHORITY: <br /> The City Council shall have power to make the following <br /> improvements: <br /> Subd. 1. To acquire, open and widen any street and to improve the <br /> same by constructing, reconstructing and maintaining sidewalks, <br /> pavement, gutters, curbs and vehicle parking strips of any <br /> material or by grading the same, including storm sewers or other <br /> street drains and connections from sewer, water or similar mains <br /> to curb lines4. <br /> Subd. 2 . To acquire, develop, construct, reconstruct, extend and <br /> maintain storm and sanitary sewers and systems, including <br /> outlets, holding areas and ponds, treatment plants, pumps, lift <br /> stations, service connections and other appurtenances of a sewer <br /> system, within and without the corporate limits5. <br /> 1.
