To acquire, improve, construct, reconstruct, extend and <br /> maintain water works systems, including mains, valves, hydrants, <br /> service connections, wells, pumps, reservoirs, tanks, treatment <br /> plants and other appurtenances of a water works system, within <br /> and without the corporate limits'. <br /> Subd. 6 . To acquire, improve and equip parks, open s•ace areas <br /> playgrounds and recreational facilities within and without the <br /> corporate limits'. <br /> Subd. 7 . To plant trees on streets and to provide for their <br /> trimming, care and removal'. <br /> Subd. 8 . To abate nuisances and to drain swamps, marshes and <br /> ponds on public or private property and to fill the same4. <br /> Subd. 9 . To construct, reconstruct, extend and maintain <br /> retaining walls and area walls. <br /> Subd. 11. Other improvements authorized by Minnesota Statutes <br /> 429. 021, as amended from time to time. ( 1988 Code §26 . 04) <br /> 202. 06: COMBINING IMPROVEMENTS: <br /> An improvement on two (2) or more streets or two (2) or more <br /> types of improvement in or on the same street or streets or <br /> different streets may be included in one proceeding and conducted <br /> as one improvement. ( 1988 Code §26 .04) <br /> 202 . 07 : IMPROVEMENT PETITION PROCEDURES: <br /> Subd. 1. Petition Instituted: All local improvements to be paid <br /> for by special assessments against the benefited property shall <br /> be instituted by either: 1) petition of at least twenty five <br /> percent (25%) in number of the benefited property owners together <br /> with a resolution adopted by an affirmative vote of the majority <br /> of all of the Council; or 2) a resolution adopted by a four- <br /> 1.
