MO522-C Page 202 . 18 <br /> desiring to pay the remaining unpaid installments of an <br /> assessment for a public improvement, the assessment roll of which <br /> has been certified to the Ramsey County Auditor for collection <br /> with general taxes, the County Treasurer and the County Auditor <br /> are hereby authorized to establish whatever procedure is <br /> necessary to make possible the payment of said balance to the <br /> said County officials in lieu of paying same to the Municipal <br /> Finance Director/Treasurer as provided in Minnesota Statutes <br /> section 429 . 061, subdivision 3, as amended. The said County <br /> officials are hereby designated as agents of Mounds View to <br /> collect such assessments, and the mechanics therefor shall be set <br /> up by the County Auditor, County Treasurer and the Municipal <br /> Clerk-Administrator so that the intent and purpose of this <br /> Chapter can be accomplished. (1988 Code §20.05) <br /> 202 . 13: DEFERRED PAYMENT OF ASSESSMENTS: <br /> Subd. 1. Senior Citizens Hardship Special Assessment Deferral: <br /> After making a special assessment, the Council may, at its <br /> discretion, defer the payment of that assessment for any <br /> homestead property owned by a person sixty five (65) years of age <br /> or older for whom it would be a hardship to make the payments. <br /> The Council shall adopt a resolution establishing standards and <br /> guidelines for determining the existence of a hardship relative <br /> to any special assessment adopted under this Chapter. Such <br /> standards and guidelines shall be made in a nondiscriminatory <br /> manner and shall not give the applicant an unreasonable <br /> preference or advantage over other applicants . ( 1988 Code §26 . 18) <br /> Subd. 2 . Procedure to Obtain Deferred Assessment: The eligible <br /> homeowner shall make application for deferred payment of special <br /> assessments on forms prescribed by the Ramsey County Auditor. <br /> Where the deferred assessment is granted, the Auditor shall <br /> record a notice thereof with the County Recorder which shall set <br /> forth the amount of the assessment. The Council may determine by <br /> resolution the amount of interest, if any, on the deferred <br /> assessment, and this rate shall be recorded by the Auditor along <br /> with and in the same manner as the amount of the assessment. <br /> ( 1988 Code §26 . 19) <br /> Subd. 3. Termination of Right to Deferred Payment: The option to <br /> defer the payment of special assessments shall terminate, and all <br /> amounts accumulated, plus applicable interest, shall become due <br /> upon the occurrence of any of the following events: <br /> a. The death of the owner; provided, that the spouse is otherwise <br /> not eligible for the benefits hereunder; <br /> b. The sale, transfer or subdivision of the property or any part <br /> thereof; <br /> c . If the property should, for any reason, lose its homestead <br /> status; or <br /> d. If, for any reason, the Council shall determine that there <br />
