MO522-C Page 202 . 19 <br /> would be no hardship to require immediate or partial payment. <br /> (1988 Code §26 .20) <br /> 202 . 14: SERVICE CHARGES; SPECIAL ASSESSMENT AGAINST BENEFITED <br /> PROPERTY: <br /> Subd. 1. Property Owner or Occupant: The Council may place the <br /> primary responsibility upon the property owner or occupant to do <br /> the work authorized herein by himself, except in the case of <br /> street sprinkling or other dust treatment, alley repair, tree <br /> trimming, care and removal or the operation of a street lighting <br /> system, upon notice before the work is undertaken. <br /> Subd. 2 . Service Cost Assessments: As authorized under Section <br /> 8 . 05 of the Charter, the Council may provide by ordinance that <br /> the cost of City services to streets, sidewalks or other public <br /> or private property may be assessed against property benefited <br /> and may be collected in the same manner as special assessments. <br /> Such costs shall not be deemed to be "special assessments" for <br /> the purposes set forth in Section 8.03 of the Charter. Such City <br /> services shall include, but not be limited to, the cost of snow, <br /> ice or rubbish removal from sidewalks, weed elimination from <br /> streets or private property, removal or elimination of public <br /> health or safety hazards from private property, installation or <br /> repair of water service lines, street sprinkling or other dust <br /> treatment of streets, the trimming and care of trees and the <br /> removal of unsound trees from any street, the treatment and <br /> removal of insect infested or diseased trees on private property, <br /> the repair of sidewalks and alleys or the operation of a street <br /> lighting system. <br /> Subd. 3 . Procedure for Assessment: Any special assessment levied <br /> under subdivision 2 above shall be payable in single installment <br /> or by up to ten ( 10) equal annual installments as the Council may <br /> provide. With this exception, Sections 202 . 10, 202 . 11 and 202. 16 <br /> of this Chapter shall apply to assessments made under this <br /> Section. However, nothing shall prevent the property owner or <br /> other person served to pay the City directly such charges when <br /> due prior to the assessment herein being authorized and <br /> certified. <br /> Subd. 4 . Issuance of Obligations: After a contract for any of the <br /> work enumerated in subdivision 2 of this Section has been let or <br /> the work commenced, the Council may issue obligations to defray <br /> the expenses of any such work financed, in whole or in part, by <br /> special charges and assessments imposed upon benefited property <br /> under this Section. Section 202 . 19 of this Chapter shall apply to <br /> such obligations with the following modifications: <br /> a. Such obligations shall be payable not more than two (2) years <br /> from the date of issuance; <br /> b. The amount of such obligations issued at one time shall not <br /> exceed the cost of such work during the ensuing six (6) months as <br /> estimated by the Council; <br />
