UNAPPR OVED <br /> Page 4 <br /> August 21, 1995 <br /> 1 Mike Ulrich, Director of Public Works explained that at the July 17, 1995 meeting of the <br /> 2 City Council, staff presented an amendment to Ordinance No. 565, Chapter 906.04, <br /> 3 Subdivision 4, Liability for Repairs. A sentence was added as follows: "The <br /> 4 Municipality shall provide repair of any impervious surface, should it be necessary in the <br /> 5 performance of the repair of a leak or break of the property's service". <br /> 6 <br /> 7 Mayor Linke closed the Public Hearing at 7:10 p.m. <br /> 8 <br /> 9 MOT_ION/SE_COND. Hankner/Quick to approve Oidinance No. 565.Amending the <br /> 10 Mounds View Municipal Code Chapter 906.04, Entitled, "Liability for Repairs". <br /> 11 <br /> 12 VOTE: 5 ayes 0 nays Motion Carried <br /> 13 <br /> 14 Council member Trude explained that this ordinance was a compromise among the <br /> 15 Council members to prevent a hardship situation. <br /> 16 <br /> 17 Informational Meeting on Proposal to Update the City's Water Meter Reading System: <br /> 18 <br /> 19 Mayor Linke opened the Informational Meeting at 7:10 p.m. <br /> 20 <br /> 21 Mike Ulrich, Director of Public Works explained that the City Council and staff have had <br /> 22 a number of discussions in regard to the possibility of changing the City's water meters <br /> 23 and meter reading system. This was in response to concerns relayed by the City's Water <br /> 24 Utility staff that the water system was not accurately monitoring the real amount of water <br /> 25 that is being used by some of the residents. To test the accuracy of the meters, staff <br /> 26 conducted a random testing of residential and commercial meters which were installed <br /> 27 between 1963 and 1990's. The average accuracy rate was 98% for residential meters and <br /> 28 90% for commercial meters. Therefore, based upon the small representation of meters <br /> 29 that were tested, the average accuracy of residential and commercial meters was 94%. <br /> 30 When the meters were tested, based on annual water consumption and billing amounts, it <br /> 31 was estimated that the City is losing approximately $31,000 per year. The City Council <br /> 32 directed staff to seek proposals to update the meters in the city. <br /> 33 <br /> 34 The City received proposals from two manufacturers to completely update the current <br /> 35 water meter system. Three options were presented: <br /> 36 <br /> 37 1) change the current system to the most current advanced technology system(Phone <br /> 38 Read System)which would automatically initiate the meter to call to a central computer <br /> 39 at City Hall and relay the meter reading; <br /> 40 <br /> 41 2) change the current system to a Touch Read System where a reading pad would be <br /> 42 installed on the outside of the house and a meter reader would use a reading device to <br />
