Licenses for Approval: <br /> 4 <br /> 5 Kennels -Expires August 31. 1995 <br /> 6 Sham-O-Jet Kennels -Renewal(Commercial) <br /> 7 <br /> 8 Mayor Linke asked if there were any items the Council members desired to have removed from the <br /> 9 Consent Agenda. <br /> 10 <br /> 11 Council member Trude asked that Item(B)be removed from the Consent Agenda. <br /> 12 <br /> 13 Council member Hankner asked that Item(D)be removed from the Consent Agenda. <br /> 14 <br /> 15 MOTION/SECOND: Hankner/Quick to approve the Consent Agenda with the removal of Items B and <br /> 16 D. <br /> 17 <br /> 18 VOTE: 5 ayes 0 nays Motion Carried <br /> 19 <br /> 20 Discussion on Removal of Item B: <br /> 21 <br /> 22 Ms. Trude read the resolution to the public. She stated she has a few problems with this resolution. <br /> 23 She was recently asked by the Cable Commission to do a program on the Pedestrian Bridge that is <br /> 24 proposed. Councilmembers were offended by that request and decided that action needed to be taken to <br /> 25 prevent any councilmembers from appearing without the full consensus of the rest of the council. <br /> 26 The public has repeatedly asked for more information about decisions that the council is making. She <br /> 27 feels that if the city government channel is unable to have councilmembers appear for interviews on <br /> 28 issues before decisions are made, the public is less likely to know about the issue and this is something <br /> 29 residents often complain about. It is difficult for her to accept that the Mayor is the only one who can <br /> 30 speak for the City Council on programming and she feels that the community would benefit if more <br /> 31 councilmembers could be interviewed. This policy will limit the free expression of herself and other <br /> 32 councilmembers who may wish to speak out on an issue. As the policy reads, any council member <br /> 33 who objects to another appearing on the program could stop it from happening. At this time, there is <br /> 34 not that type of power when an individual is interviewed for that program and this resolution would <br /> 35 offend her sense of providing the most communication that she can in the best manner she can to do the <br /> 36 best job she can for the people who elect her. She is totally against having a policy such as this. <br /> 37 <br /> 38 Mayor Linke stated he concurs in part with what she says, however, councilmembers have plenty of <br /> 39 opportunity at council meetings to state their views and this resolution merely assures that both sides of <br /> 40 any issue are talked about. There are other cities who do not allow councilmembers on at all, outside <br /> 41 of the Council Chambers. Furthermore, there is no policy which prevents a council member from <br /> 42 going on Channel 15 at any time. This channel is not a city channel, however it is broadcast to the <br /> 43 same people plus other areas. <br /> 44 <br /> 45 He does not see this policy stopping any councilmember from stating their viewpoints. If the council <br /> 46 member wants to go on, one councilmember cannot veto that. <br /> 47 <br /> 48 Ms. Trude stated that the resolution reads "Any further appearance by any particular Council member <br /> 49 shall be approved by the consensus of the full Council". If only the majority of the council needs to <br /> 50 approve it, she would recommend that the word "consensus" be changed to "majority". <br /> 51 <br />
