She noted that no other resident has access to that channel. If <br /> 3 this policy is passed, councilmember's participation will be based upon a majority of the council <br /> 4 deciding whether or not a member should go on there. Residents do, however, have access to another <br /> 5 channel and she feels it is strictly a "fairness issue". <br /> 6 <br /> 7 Ms. Trude stated Channel 15 is not a simple alternative. This channel is open for people who can get <br /> 8 a volunteer to interview and someone who can operate the cable cameras, etc. She feels this is <br /> 9 overkill to limit the free speech rights of people who are in office. <br /> 10 <br /> 11 Ms. Blanchard stated she does not see this as inhibiting the councilmember from speaking. All it does <br /> 1-2 —is-requ embers-be bers-intent-to-go on cable-to-discuss-an <br /> 13 issue. That way other members will know about it prior to the interview. <br /> 14 <br /> 15 Mayor Linke stated he feels the policy asks that a few days notice be given to other council members to <br /> 16 give everyone an opportunity to talk about it. <br /> 17 <br /> 18 MOTION/SECOND: Hankner/Quick to approve Resolution 4810, but changing the word "consensus" <br /> 19 to "majority". <br /> 20 <br /> 21 VOTE: 4 ayes 1 nay (Trude) Motion Carried <br /> 22 <br /> 23 Discussion of Removal of Item D: <br /> 24 <br /> 25 Ms. Hankner stated she had some questions in regard to the slurry sealing at Silver View Park that she <br /> 26 would like answered. She wondered if this was an unforeseen expense and also if this was included in <br /> 27 the budget. <br /> 28 <br /> 29 Mary Saarion, Director of Parks, Recreation and Forestry was present to discuss this request with the <br /> 30 Council members. She stated during the budgeting process, there was no intent in slurry sealing Silver <br /> 31 View Park this year. There is a budget however for maintenance of parks and grounds. Staff has <br /> 32 approached her with the request for Silver View Park. She noted the city could wait a year or two, <br /> 33 however the lot will only continue to deteriorate. Since there was sealcoating going on in the city, it <br /> 34 seemed an opportune time to complete the Silver View Park. <br /> 35 <br /> 36 Ms. Hankner asked if it was critical that this lot be slurry sealed this year. She wondered why it was <br /> 37 not put into the budget for this year. <br /> 38 <br /> 39 Ms. Saarion stated it was her feelings that some of the contractual work at Woodcrest Park building <br /> 40 would probably not be done as originally planned and that there are other improvements this money <br /> 41 could be used for, such as Silver View parking lot. Rather than hiring contractors to complete some <br /> 42 of the improvements at the Woodcrest building, it was felt many of these could be done "in house" <br /> 43 over a longer period of time,putting the money instead toward the Silver View parking lot. The <br /> 44 funds are in the budget, they were merely earmarked for another improvement. <br /> 45 <br /> 46 Ms. Hankner stated she only raised the issue because she was wondering what will not be done as a <br /> 47 result of adding this item. She stated she feels staff really needs to be looking into the budget and <br /> 48 including these types of items. She is not convinced that this work was more important than some <br /> 49 other improvements. <br /> 50 <br /> 51 <br />
