PRE-APPLICATION INSTRUCTIONS <br /> 1. Read the application packet and call the Board's staff at 612/282-2390 if you have any <br /> questions or need more information. <br /> 2. Develop a basic idea for the project and determine who are your potential partners. <br /> 3. Get the potential partners together and discuss everyone's ideas. A "convener" is usually <br /> necessary to get the project initiated, but it is usually not very effective for one person to <br /> fully develop the project on their own and then shop for partners who are willing to go <br /> along. <br /> 4. In collaboration with all potential partners: <br /> a. Refine the proposal in accordance with the pre-application forms. <br /> b. Determine which potential partners are in sufficient support of the project to be <br /> included in the pre-application. Please note that different applicants can be named <br /> when the application is submitted; participation at the pre-application stage is not <br /> a final commitment to participate in the project. <br /> c. Decide which grant category is appropriate for the proposal; reading the grant <br /> category description and the "NARRATIVE FORMAT" section of each application <br /> form is a good way to start. Please note that the Board may assign the project to <br /> a different category during its review of the pre-application. <br /> d. Develop a clear understanding of what the benefits of the project will be for: the <br /> partners; their customers, clients, and taxpayers; and other local governments. The <br /> benefits of the project should focus on improved service outcomes and the <br /> applicants should be able to develop a methodology for measuring the improved <br /> service outcomes. <br /> e. Develop an estimate of the total cost of the project and make a preliminary <br /> determination of how much money will be requested from the Board. Detailed <br /> budget projections are not required at the pre-application stage. <br /> f. Determine who the contact person will be for the pre-application. This person <br /> should be able to answer questions about the pre-application. <br /> 5. Have someone from the group of potential partners attend the applicant workshop if at all <br /> possible. It will be a helpful forum to get questions addressed, as well as to hear responses <br /> to the issues raised by others. <br /> 6. Prepare the PRE-APPLICATION COVER PAGE and NARRATIVE. Answer all the questions on the <br /> COVER PAGE and be sure that all the issues in the NARRATIVE FORMAT have been addressed. <br /> You must submit a pre-application by the November 22, 1995, deadline in order to be <br /> eligible to submit a final application. <br /> 7. Use the "Checklist for Mailing Your Pre-Application" to be sure all requirements are met. <br /> 8. Mail or deliver the pre-application packet. Please do not fax pre-applications to the <br /> Board's Office. Be sure the Board will receive it by 5:00 p.m. on November 22, 1995. <br /> Pre-applications received after the deadline will not be considered. <br />
