STAFF REPORT
PAGE TWO
OCTOBER 5, 1995
In addition to signing a resolution, each city must prove that a portion of their funding is
dedicated to providing life-cycle and affordable housing. The Metropolitan Council
established a formula based on size, location and current housing property values to determine
what each city should be spending which they call ALHOA. If the City is not spending the
amount and chooses to participate in the Livable Communities Act, they must submit the
ALHOA amount to the Metropolitan Council or a local Housing Authority. Mounds View's
amount for 1996 is $0; the amount is adjusted annually.
The purpose of the Livable Communities Act is to promote the livability in the Twin Cities
Metropolitan area and assist local governments in providing life cycle and affordable housing
opportunities to its citizens. The Livable Communities Act was created to take a proactive
approach at making communities livable. The three funding sources established could help
the City of Mounds View in creating housing programs for our citizens. Attached is
Resolution No. 4823 supporting the Livable Communities Act and stating the City of Mounds
View will be a participant.
