STAFF REPORT <br /> PAGE TWO <br /> OCTOBER 5, 1995 <br /> In addition to signing a resolution, each city must prove that a portion of their funding is <br /> dedicated to providing life-cycle and affordable housing. The Metropolitan Council <br /> established a formula based on size, location and current housing property values to determine <br /> what each city should be spending which they call ALHOA. If the City is not spending the <br /> amount and chooses to participate in the Livable Communities Act, they must submit the <br /> ALHOA amount to the Metropolitan Council or a local Housing Authority. Mounds View's <br /> amount for 1996 is $0; the amount is adjusted annually. <br /> The purpose of the Livable Communities Act is to promote the livability in the Twin Cities <br /> Metropolitan area and assist local governments in providing life cycle and affordable housing <br /> opportunities to its citizens. The Livable Communities Act was created to take a proactive <br /> approach at making communities livable. The three funding sources established could help <br /> the City of Mounds View in creating housing programs for our citizens. Attached is <br /> Resolution No. 4823 supporting the Livable Communities Act and stating the City of Mounds <br /> View will be a participant. <br />
