A resolution in support of <br /> the Act is attached. This resolution was prepared by the Metropolitan Council and composed to our <br /> format. By participating in the Livable Communities Act, we will be eligible for three funding sources <br /> established by the Act: Tax Base Revitalization Program, Livable Communities Demonstration Program <br /> and Local Housing Incentives Account. A brief synopsis of each account is listed below. <br /> The Tax Base Revitalization was created to clean up contaminated land for subsequent <br /> commercial/industrial redevelopment. This funding can be used in conjunction with DTED's <br /> Contamination Cleanup Grant Program. If a City does not participate in the Livable Communities Act, <br /> they will not be eligible for DTED's Cleanup Program. <br /> The Livable Communities Demonstration Program makes grants or loans for community development <br /> activities to municipalities participating in the Local Housing Incentives Program. This funding can be I <br /> used to link housing,jobs and transportation. For example, a developer is creating a <br /> townhouse/condominium project that will be affordable to all income groups. In addition, the developer <br /> will be building neighborhood services such as a drugstore, convenience store and coffee shop. <br /> The Local Housing Incentives Account authorizes the Metropolitan Council to make grants to meet <br /> negotiated affordable and life-cycle housing goals that are consistent with and promote the policies of <br /> the Metropolitan Council. Cities can use this funding to meet housing goals including acquisition, <br /> rehabilitation and construction of permanent affordable and life cycle housing. <br /> Jennifer Bergman, Housing Inspector <br /> RECOMMENDATION; <br />
