'°F REQUEST FOR COUNCIL CONSIDERATION Agenda Section: 26. <br /> 10111OMMSTAFF REPORT Report Number:95L-151T7WS <br /> 7D3 <br /> � AGENDA SESSION DATE November 6, 1995 Report Date: 11 2 95 <br /> DISPOSITION <br /> Item Description: <br /> Discussion Regarding 1996 Public Works Contract <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> SUMMARY; <br /> The representatives of the Public Works Bargaining Unit and I have met <br /> several times over the past few months to come to terms on the proposed <br /> 1996 Labor Agreement. It is proposed that the following terms and <br /> conditions be considered by the City Council: <br /> 1. Wages <br /> Increase of 3% <br /> 2 . Paid insurance until age 65 <br /> This is a recurring issue both with police and public works. <br /> • Current municipal practices do not provide for paid single <br /> health insurance for retirees until they reach the age of <br /> 65. It is commonly understood that cities do not budget for <br /> accumulated sick leave over the legally required amount, even <br /> though an employee would be entitled to the accumulated bank if <br /> used for an illness. However, many municipal employees note that <br /> employees are penalized for good, productive sick leave <br /> practices when, at retirement age, they lose any sick leave <br /> accumulation beyond a set amount. <br /> What is proposed is the formation of a committee, comprised of <br /> two representatives from each department. The purpose would be to <br /> develop a proposal that would allow an employee to <br /> use accumulated sick leave to pay for single health insurance <br /> until age 65 if retirement occurs prior to that age. The <br /> premise to the study is that the employee would contribute as <br /> well as th 'employer.
