HIGHWAY 10 SITUATION <br /> Highway 10 has evolved as one of the main vehicle routes linking northern suburbs to <br /> Minneapolis and St. Paul. Highway 10 serves the community as a major east-west arterial and <br /> also serves as the north-south arterial because of the Highway's diagonal arrangement. The <br /> Corridor itself is characterized by a mixture of land uses and has typically lacked organization <br /> and identity but with the development of Moundsview Square, Silver View Plaza, and North and <br /> South Business Parks this has been reduced. Significant vegetation exists along the corridor, <br /> intermixes with areas of vacant land and residential uses. Still Highway 10 has numerous <br /> incompatible land uses, vacant buildings and deteriorating storefronts. Close examination <br /> discloses the difficulty of visually determining where Mounds View begins and ends. <br /> 4 <br />
