V. REDEVELOPMENT OF HIGHWAY 10 <br /> Redevelopment and improved aesthetics of Highway 10 has been discussed by political, <br /> community and business groups for several years. In 1991, at the Council/Staff Goal Setting <br /> Session, 10 goals were created to serve as a guide for the operation and organization of the <br /> direction of the City in the next five years. The goal to develop a Strategic Plan to Create a Total <br /> Community Multi-Model Transportation Network Incorporating Highway 10 into a <br /> "Community-Oriented aoualevard" was cre ted. <br /> It was the goal of the City to provide for a community-wide multi-model transportation <br /> system which addresses the needs of residents who enjoy daily walks on safe community- <br /> connected pathways systems, bicyclists who need their space separate from the cars and the <br /> joggers, and the drivers of vehicles who need to safely reach their destination. The 1992 year- <br /> end Accomplishments with regards to Highway 10 include: <br /> • Consideration of their recommendation for edgeline marking on City Streets (Groveland <br /> Road, Hillview Road, Quincy Street, Edgewood Drive, County Road H-2) <br /> • Enforced code regulations to maintain integrity of Highway 10 business/residential <br /> environment. <br /> • Participated with Ramsey County and Suburban cities in proposed roadway turnback <br /> discussions to provide input for the future of Highway 10. <br /> Then in 1993, the Council/Staff Strategic Planning Session devised the goal of creating a <br /> community-driven "Visioning Process" called FOCUS 2000. As part of the FOCUS 2000 <br /> visioning process, participants in the Public Forums were asked to visualize Mounds View in the <br /> year 2010. From this process many shared visions were identified. The shared vision of <br /> Highway 10 resulting from the Forum was a vision of"downtown." "There will be a downtown <br /> area with unique stores and services. This area will be user-friendly and easily accessible to all, <br /> and will serve as the City's center of community. (Moundsview Square, Silver View Plaza)." <br /> Issue project teams were created to development a Vision Statement and Goals and <br /> Action Statements appropriate for their issue groupings.
