REQUEST FOR PROPOSALS - PROFESSIONAL LEGAL SERVICES <br /> PAGE 6 <br /> SECTION IV. GENERAL MUNICIPAL LEGAL SERVICES DESCRIPTION <br /> A. Attendance at City Council meetings and other City Board, Commission, <br /> or Committee meetings as requested by the City Council or City Administrator. <br /> B. Drafting of ordinances, resolutions, and correspondence as requested. <br /> C. Review of all Council and Planning Commission agenda items and minutes. <br /> D. Meetings and/or telephone conversations with and advising Mayor, <br /> Councilmembers, City Administrator, Department Managers, and designated <br /> individuals on general legal matters. <br /> E. Review of municipal contracts, including contracts for public improvements, joint <br /> powers agreements, construction, purchase of equipment and public improvement <br /> development agreements. <br /> F. Representation of the City in the acquisition of properties for public improvements, <br /> easements, parks, and development/redevelopment, etc. <br /> G. Representation of the City in condemnation proceedings for public improvement <br /> projects, public safety, health and welfare issues, and declaration of hazardous <br /> buildings. <br /> H. Representation of the City in matters related to the enforcement of city building, <br /> housing, zoning and nuisance codes. <br /> I. Representation of the City in employment related issues, labor negotiations, <br /> arbitration, pay equity, employment termination, administrative hearings, and in <br /> litigation involving same. <br /> J. Representation and advice with respect to municipal employment matters <br /> including but not limited to: PERA, labor agreements, personnel policy, FLSA, <br /> Veteran's Preference, unemployment compensation and federal mandated drug <br /> testing policies. <br /> K. Research and submission of legal opinions on municipal or other legal matters <br /> requested by City Council or City Administrator. <br /> L. Meetings with the City Administrator at least once per month to review the status <br /> of all legal matters before the City and providing a quarterly written status to the <br /> City Council on all current litigation and unresolved matters. <br />
