The assumption was that by submitting two grant applications
for the same project, under two grant divisions, chances that the project would be
awarded would increase. With the approval of the City Council, both grant applications
were submitted in 1994 for construction of a pedestrian bridge over Highway 10. Part
of the grant proposals included the commitment of the City of Mounds View to fund
the 20 percent match of project costs. In addition, the City of Mounds View would be
required to provide funding for design and inspection services. Upon adoption of
Resolution #4530 and #4531, the grant proposals were submitted.
In February of 1995, the City of Mounds View was notified that the TEP
(Transportation Enhancement) ISIBA grant for the construction of a pedestrian bridge
across Highway 10 was awarded, with Federal funding of $480,000 of the estimated
$600,000 pedestrian bridge cost. The award stipulated that the project begin in 1996
and be completed by the end of 1997.
Along with Federal funding comes scores of paperwork compliance regulations.
Required in this ISTEA process is a memorandum which outlines the design and
materials used for the construction of the bridge. Other details such as the timeline for
required procedures, measurements, outline of compliance to federal and state
regulations, and other details are also required in this memorandum. The
memorandum follows the design phase of the project and can take 3-4 months including
community input and meetings. Once the design is determined, the memorandum can
be completed. The State reviews it and then sends it to Washington D. C. for
additional review. Federal review takes up to 4-5 months or longer. Construction
specifications must be prepared, as well as letting of construction bids.
RECOMMENDATION; f ..,, ,,
,* Saarion, Director
Parks, Recreation and Forestry
