Pedestrian Bridge Memo <br /> Page two <br /> The construction award is determined by the State. Once a construction company has <br /> been confirmed, the process of construction can begin. Although construction may take <br /> less than three months, one must always anticipate the possibility that material delays or <br /> other causes for delay. For these reasons, the process allows two years for project <br /> completion. It is not unusual for the entire process to take 1-1/2 years. In addition, <br /> final paperwork must be completed outlining full compliance to the stipulations of the <br /> Federal grant. <br /> In March of 1995, proposals were requested for design/inspection services for the <br /> pedestrian bridge. Six reputable firms presented proposals. All six firms were evaluated <br /> by the committee. The four top firms were given reference checks. The committee <br /> agreed to BRW as the best firm with a very reasonable fee. <br /> It was at this time that staff requested approval to contract the design and inspection <br /> services from BRW and at that same time, the momentum of the project diminished. <br /> There became concern regarding the funding source for the $185,000 -- the City of <br /> Mounds View's 20 percent project match and costs for design and inspection services. <br /> Since that time, there has been a search for a funding package for the City's share of <br /> the cost of this project. Whereas special funds had been identified as the funding <br /> source for the City's share, the specific designation of special funds has delayed the <br /> project. <br /> If the City Council wishes to construct the pedestrian bridge, the project needs to move <br /> forward. Staff has been requested to submit memorandum information to MNDOT. <br /> Although it is not too late, we need to begin the design process as soon as possible. <br /> Final consideration of the pedestrian bridge project is requested. <br /> Three resolutions have been prepared for your consideration. The first resolution <br /> provides for the construction of the pedestrian bridge specifying proposed funding <br /> sources. The second resolution provides for contractual services of BRW for design and <br /> inspection of the project. The third resolution provides for the improvement of the <br /> storm water retention pond located on the corner of Long Lake Road and Highway 10. <br />
