STAFF REPORT <br /> PAGE TWO <br /> DECEMBER 11, 1995 <br /> Chapter 1125. 01 Subdivision 1 (e) of the Mounds View Municipal <br /> Code identifies those factors upon which the City Council should <br /> base its decision relative to any rezoning request. Those <br /> factors, and an analysis of their relevance, are as follows: <br /> 1) Relationship to Municipal Comprehensive Plan <br /> The Comprehensive Plan in its current form identifies these <br /> parcels as low density residential. The R-2 zoning <br /> classification falls within the parameters of low density <br /> and would therefore be consistent with the direction of the <br /> Plan. <br /> 2) Geographical area involved <br /> The parcels are bounded on the South and East sides by <br /> Bronson Drive and Silver Lake Road. To the North is <br /> additional R-2 property and, to the West is Single Family. <br /> 3) Whether such use will tend to or actually depreciate <br /> the area in which it is proposed <br /> The applicant has constructed similar twinhomes immediately <br /> north of the proposed rezoning location. The values of <br /> those properties (in excess of $160, 000 per unit) leads to a <br /> positive impact on the area. In addition, the relatively <br /> high cost of the units discourages the opportunity for the <br /> properties to become rentals. <br /> 4) The character of the surrounding area <br /> The overall land use in the vicinity of the subject property <br /> is overwhelmingly residential in nature. <br /> 5) The demonstrated need for such use <br /> Staff has received a number of positive comments regarding <br /> the quality of the structures the applicant has put up in <br /> other areas of the community. The need for low maintenance, <br /> quality owner occupied housing has been an issue Staff has <br /> heard from a number of residents in the past. The target <br /> market for the units is seniors who no longer desire to <br /> maintain a large lot. <br /> The Ordinance is provided at this time for consideration of final <br /> adoption. <br />
