Step up efforts to attract new <br /> business and create a supportive and positive relationship with existing <br /> businesses. Develop design standards, land purchase policies, and roadway <br /> construction phasing as part of the redevelopment plan. <br /> - Create a Housing Rehabilitation Program. Examine funding possibilities and <br /> develop an orderly plan of action. Address manufactured home park and multi- <br /> family housing issues. <br /> * Make improvements in the areas of infrastructure maintenance and capital <br /> improvements. Institute a Pavement Management System and create a Utility <br /> Replacement Program. <br /> * Evaluate the staffing needs and management structure of the Finance Department. <br />
