Although this <br /> project is not in the priority list of projects this year, it does <br /> provide an environmental enhancement for the lives of residents living <br /> in multiple dwellings which is a priority item focus this year. This <br /> project requests a small amount of money in comparison to other grant <br /> projects. Therefore, it may have a chance for funding. <br /> This project, as well as serving the living environment of Scotland <br /> Green Apartment residents, would also enhance the trail system at Silver <br /> View Park - completing yet another section of paved trailway. In <br /> addition, this project would further the cause of the Trailways Advocacy <br /> Group. <br /> The City of Mounds View already is collaboration with Scotland Green <br /> Apartments in that we have installed a woodchip trail through an <br /> easement agreement. The trail is maintained by the City, city residents <br /> use the trail to loop the pond and the trail serves the residents of <br /> Scotland Green Apartments. The trail however, is very difficult to <br /> maintain, being a woodchip trail. It is also wet and smushy much of the <br /> time due to composition of woodchips. It is not accessible to persons <br /> with walking impairments. The paved trail would be a benefit to all. <br /> It is my anticipation that staff would manage the project and continue <br /> to maintain the path. A paved trail would be much less maintenance <br /> demanding than the woodchip trail as we have already experienced.
