When the spring thaw comes, the break <br /> will be repaired. <br /> Mike <br /> COMMUNITY <br /> DEVELOPMENT <br /> PLANNING COMMISSION 1995 WORK PLAN <br /> At their February 1, 1995 meeting, the Planning Commission <br /> established their 1995 work plan. Included was revision of the <br /> requirements for automobile dealerships (there is currently a <br /> moratorium on the establishment of dealerships in the City) and <br /> update of the Sign Code (this will be done in cooperation with <br /> the EDC so that business needs and concerns can be addressed) . <br /> Staff informed the Commission of the preliminary results of the <br /> Council Strategic Planning Session and it was decided that they <br /> would await Council direction on any other projects identified. <br /> WETLAND CONSERVATION ACT SEMINAR <br /> Staff attended a seminar, sponsored by the Minnesota Chapter of <br /> the American Planning Association, which covered the key <br /> elements of the 1991 Wetland Conservation Act. Of particular <br /> interest was discussion on the impacts of the legislation on <br /> property owners and their right to develop property. Staff <br /> relayed the specifics of the Louis Downing Wetland Alteration <br /> case (which the Council discussed in late 1994) to the <br /> participants for purposes of illustrating the impacts to property <br /> owners. The seminar was extremely informative and provided a <br /> good basis of understanding of the techniques used to delineate <br /> and classify wetlands. These types of seminars - and the sharing <br /> of information and opinions that occurs at them - provide a <br /> valuable source of expertise upon which Staff can draw. <br /> Paul H. <br />
