the leak and determined that it is NOT jeopardizing the
water main and itis not effecting the water supply to our
residents/businesses. Included was revision of the
requirements for automobile dealerships (there is currently a
moratorium on the establishment of dealerships in the City) and
update of the Sign Code (this will be done in cooperation with
the EDC so that business needs and concerns can be addressed) .
Staff informed the Commission of the preliminary results of the
Council Strategic Planning Session and it was decided that they
would await Council direction on any other projects identified.
WETLAND CONSERVATION ACT SEMINAR
Staff attended a seminar, sponsored by the Minnesota Chapter of
the American Planning Association, which covered the key
elements of the 1991 Wetland Conservation Act. Of particular
interest was discussion on the impacts of the legislation on
property owners and their right to develop property. Staff
relayed the specifics of the Louis Downing Wetland Alteration
case (which the Council discussed in late 1994) to the
participants for purposes of illustrating the impacts to property
owners. The seminar was extremely informative and provided a
good basis of understanding of the techniques used to delineate
and classify wetlands. These types of seminars - and the sharing
of information and opinions that occurs at them - provide a
valuable source of expertise upon which Staff can draw.
Paul H.
