• If an account remains unpaid due to foreclosure or the account does not include water <br /> service it will be certified to the County for collection with taxes <br /> Under the proposed policy rental property would be treated the same as other classes of properties. The <br /> proposed policy continues the past policy of allowing customers to make installment payments provided <br /> that arrangements are made prior to service being discontinued. This is mentioned periodically in the <br /> City Newsletter. Attached is a copy of an article which is in the March-April 1995 issue. <br /> The ordinance recommended by the City Attorney provides that either the owner or occupant of a <br /> property that has received a shut off notice may request a hearing before the City Council to present <br /> testimony as to why the water should not be shut off. <br /> Staff has identified several alternative collection policies. They are listed below. <br /> • Do not shut off service for nonpayment and annually certify delinquent amounts for <br /> collection with the next years property taxes. The City of New Brighton just sends a bill <br /> each quarter and annually certifies delinquent amounts. Reminder notices are not sent. <br /> • Do nothing; keep the present policy. <br /> • Send the bill, then a reminder notice, and finally a shut off notice. <br /> Staff awaits Council direction in this matter. <br /> • Donald Brager, Finance it ctor <br />
